Terms of Reference for The Provision of Public Auctioning Services for Right To Play Rwanda Terms

1. About Right To Play Rwanda

2. Rationale

Right To Play Rwanda intends to dispose of its used vehicles through a public auction. It seeks written proposals from registered and reputable auctioneers/auction companies to organize and represent Right To Play Rwanda at a public auction where, used vehicles will be sold.

3. Auctioneer Minimum Qualifications

To guarantee an objective and fair evaluation process, all proposals submitted must be as per the format described in the scope of work. The following must be included in your submissions:

1. Be licensed to conduct business in Rwanda; (RDB certificate).
2. Having at least 5 years of experience in public auctioning services
3. Have the expertise and organizational resources to provide quality services.
4. Have a documented and verifiable track record.
5. Have a valid VAT and tax clearance certificate.
6. Provide three (5) good completion certificates for similar work from recognized organizations & government institutions.
7. The sales commission - expressed as a percentage of the selling price (VAT inclusive) and any other fees charged for handling the auction. 

4. Terms and Conditions for the Auction

1. The successful bidder will carry out a comprehensive review and re-evaluation of the assets earmarked for disposal.
2. The successful auctioneer will then send an invitation for the public auction and represent Right To Play Rwanda in the whole process and provide a final report after the service.
3. Right To Play Rwanda will share a detailed list of vehicles for disposal. The auctioneer has the right to adjust the proposed prices upwards according to client interests or based on a market survey. The suggested prices are to be kept confidential until the auction date.
4. The auction date will be fixed in collaboration with Right To Play Rwanda but not later than the end of June 2023. 

5. LOCATION FOR BID SUBMISSION

All submissions must be made in the sealed envelope clearly marked “Provision of Auction Services” no later than 17:00 pm on  9^th June 2023 at Right To Play Rwanda Country Office located in Kiyovu.

Late responses and electronic submissions will not be considered. Partial or incomplete responses will be rejected.

Right To Play Rwanda reserves the right to reject any or all responses to this RFP and to waive any irregularities, technicalities, or omissions therein. Right To Play Rwanda also reserves the right to reject any proposal it deems not in its best interests.
