Send a Cow wishes to appoint an auditor to carry out an audit of SAC Rwanda for the year ended 30 June 2022. We are inviting qualified firms to tender for the audit. The selected firm will serve for three years.
The following areas need to be covered. Please note the accounts are computerised using PS Financials software.

Legal & organisational aspects
• Legal positions of SAC Rwanda.
• Composition of SAC Rwanda & its legal powers.
• Adherence to legal requirements & constitution.
• Right of disposal & decision-making levels.
• Attention paid to taxation laws.
• Adherence to laws of employment including termination benefit entitlement

Accounting System
• Detailed bookkeeping.
• Supporting vouchers & other documents, including legal requirements in this regard.
• Income and Expenditure Account; Balance Sheet.
• The use of all Bank Accounts and the regular reconciliation of bank & cash balances.
• Debtors and Creditors
• Fixed Assets Register

Management
• Assessment of the system of internal control & the arrangement of the bank account signatories.
• Assessment of the accounting system.
• Assessment of the management & the administration.
• Adherence to SAC guidelines
• Assessment of compliance with staff contracts
• Compliance with terms for authorised use of vehicle and maintenance of accurate vehicle log.

Audit report to SAC Management, Board and UK Auditors
• Audit Opinion in terms of a management letter (such a letter should include recommendations) and should comment on implementation of prior year management letter recommendations.
• Audit Opinion on the Income & Expenditure Account
• Confirmation of Bank & cash balances at the year-end.
• Completion of questionnaire, if requested, by SAC’s UK auditors
• Assist in filing year-end Financial Report as required by Rwanda Revenue Authority.
• The Audit Report should be sent as soon as possible and no later than the end of August.
• A copy should be given to the SACR Country Director and discussed with him.
