Call for Expressions of Interest to conduct the Wellspring Foundation for Education’s Rwanda Office 2023 Financial Audit for tax compliance and annual filing with RRA 

The Wellspring Foundation for Education is a Canadian INGO, founded in Rwanda, currently operating in Rwanda and partnering in East Africa. Our vision is to be a catalyst for transforming education for children and to foster vibrant communities that address poverty in all its forms. Through our strategic plan, ‘For Every Child’, we are committed to deepening and extending our impact on children’s education through a portfolio of locally-led inclusive quality education programs across East Africa, and to being a catalyst for evidence-based change in education beyond our own programs.

We presently serve in 99 schools in Rubavu District with a team of 11 staff members, and in 4 schools in Gasabo District, 55 other schools in other Districts (Kayonza, Bugesera, Rulindo, Kayonza, Huye, Musanze). Along with extensive work at the National level with a team of 16 staff members based in Kigali and 6 in other districts.  Our annual expenses across both our headquarters in Gasabo and our branch office in Rubavu is approximately $1.25 million USD in 2023. Our Finance Team consists of one Director of Operations, one Finance; one Finance Officer and one Finance and Operations Manager.

As an INGO we have consistently sought to fulfill all of our legal and moral responsibilities of stewardship and accountability and we have an annual financial audit that has been undertaken in Canada.  In the context of the requirements from the Government of Rwanda for INGOs to have a local financial audit for tax compliance and filing a return with RRA, we now call for expressions of interest from qualified and locally registered firms to undertake this process starting in February 2024.

Scope of work:

• To help establish the “opening balance” for 2023.
• To conduct a full financial audit for tax compliance and filing with RRA for 2023 on all of our Rwanda operations to be completed by the end of February 2024.
