Center for Development Policy (CDP) is a Pan-African non-profit and non-partisan think tank that exists to contribute to the development of African countries through policy analysis and capacity building.
The Center for Development Policy (CDP) is a Pan-African and non-partisan think tank headquartered in Rwanda and registered with Rwanda Governance Board (RGB). The centre exists to contribute to the development of African countries through policy analysis and capacity strengthening. CDP prioritizes indigenous development solutions and promotes local and empirically tested innovations that have contributed to development in Africa. We believe that development actors in Africa will respond better to the needs of citizens when they believe, and know how to use evidence. We work with local partners to study, document and share lessons and best practices that influence development outcomes in Africa. CDP treasures, talents and resources that reside in the diaspora, and exist to create opportunities and a platform for African Diaspora to contribute back to Africa. Our uniqueness lies in the fact that we do not only offer policy advice and analysis to organizations but also build their capacities through training and technical support to undertake evidence-based development interventions. Our work covers a wide range of topics, sectors and themes, including but not limited to financial development, social protection (including employment and labour market interventions, cash transfers, poverty and inequality, disability, etc), digitalization and the future of work, environment and climate change, energy economics, trade and regional integration, gender and women empowerment, and migration and development.

To support its work on policy research and analysis, trainings, and organizational technical support and consultancy, CDP is inviting applications from qualified professionals and researchers with specialization in one of the aforementioned areas to join the team as Research fellows or Experts. At CDP, a Research Fellow is a senior researcher with a minimum level of PhD. S/he initiates and administers the implementation of research projects, as well as offers training and technical support to our partner organizations. While an “Expert Associate” is an experienced professional with vast practical experience in one of the areas highlighted here above, with either a PhD or not. S/he initiates and administers the implementation of projects (but, not research projects), and offers training and technical support to the partner organizations. Both research fellows and experts might be requested to mentor research assistants and junior fellows at CDP.
CDP research fellow or expert is expected to contribute to all stages of research, grant proposal writing and implementation, and training. S/he will work under the specific guidance of the Executive Director.

Specific roles and responsibilities
Research Fellows
As a member of the team, the research associate will undertake the following tasks:
• Contribute to the grant proposal development and implementation in one of the above-mentioned areas at CDP;
• Jointly work with other CDP researchers and experts to develop grant proposals aimed at supporting partner organizations;
• Contribute to the implementation of CDP research strategy;
• Jointly work with the research team to review and quality assure research products before dissemination;
• Conduct/supervise CDP research projects and consultancies in line with his/her expertise and experience;
• Contribute to research and attract capacity-building funds by working closely with CDP research fellows and associates;
• Through CDP, promote local and international research collaboration, including scholars in the diaspora to collaborate with CDP in areas of policy research, training, mentoring, and coaching of young fellows;;
• Participate in the training of CDP research assistants, interns, and our partners in line with your areas of expertise

Experts
• Contribute to the implementation of CDP capacity building strategy by participating in the implementation of capacity building activities;
• Contributes to the growth strategy of CDP by bringing on board his/her industry experience and expertise in the capacity building and consultancy activities implemented by CDP;
• Contribute to the development and implementation of grant proposals- based on his/her expertise and experience;
• Contribute to the recruitment and mentoring of CDP Impact Fellows- young fellows;
• Participate in the delivery of expert trainings organized by CDP for the partner organizations and CDP Impact Fellows;
• Contribute to the development, writing and submission of bids for research grants and consultancies;
• S/he will be contacted to contribute to the bidding and implementation of consultancy services conducted by CDP.

Funding
The salary and statutory benefits of a Research Fellow are funded through a combination of:
1. Research grants and/or contracts won by CDP and supervised by the Executive Director;
2. CDP funds, if applicable;
3. Consultancy service won and implemented by CDP, if applicable;
4. Training delivered under the contractual framework with CDP, if applicable.
Term. Research Fellows and experts may be appointed on a part-time rather than a full-time basis. The term of appointment of a Research Fellow and expert will depend on the timeline of the project, and its funding, except for full-time research fellows. Renewals of Research Fellow and expert appointments are possible, and there is no limit on the number of renewals that may be granted to a particular individual. However, the renewal of a Research Fellow may be contingent on factors such as:

1. the availability of funding;
2. the availability of the project to implement;
3. satisfactory performance
Therefore, the Letter of Appointment should be clear about the conditions, if any, for renewal.

Resources. Office and office accessories are the responsibility of the CDP; normally, these are arranged in consultation with the Department in charge. Remote work arrangements will be considered on certain assignments with Research Fellows and Experts.
CDP Research Fellows and experts are given CDP e-mail addresses, however, they will be required to remain active for one year following the completion of the term/contract.

Training and Mentoring/Coaching. Research Fellows and Experts respectively might be contacted to deliver professional trainings organized by CDP. They will also be requested to mentor and coach young fellows. If training and coaching duties form part of the Research Fellow and expert appointment, then these expectations must be included in the letter of offer; training and coaching will be arranged by the Head of Department in charge of Capacity Building and Fellowship at CDP.

International Research Fellows and Experts. Research Fellows and experts appointments are made to African and non-African individuals who are interested to work in Africa through CDP. However, the terms of their contract will be managed by Rwandan law.
