1. The Government of Rwanda has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Rwanda Sustainable Water and Sanitation Program, and intends to apply part of the proceeds toward payments under the contracts for the Construction of Faecal Sludge Treatment Plants and Landfills for Rubavu, Karongi and Rusizi Towns. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method as defined in the Bank's Guidelines and procedures for Investment Project Financing.

2. WASAC Development Ltd now invites sealed Bids from eligible Bidders for the Construction of Faecal Sludge Treatment Plants and Landfills for Rubavu, Karongi and Rusizi Towns. The tender is divided into two lots as follows:

Lot 2: Construction of Faecal Sludge Treatment Plant and Landfill for Rubavu Town, Western Province, Rwanda

Lot 3: Construction of Faecal Sludge Treatment Plants and Landfills for Karongi & Rusizi Towns, Western Province, Rwanda

Bids are invited for individual lots. Bidders have the option to bid for one or more lots. These works will be executed within 12 months. The margin of preference is not applicable.

3. Bidding will be conducted through the Open Competitive Bidding (International), OCBI method and procedures as specified in the Bank's Procurement Policy for Bank Group Funded Operations" dated October 2015 and is open to all eligible Bidders as defined in the Procurement Framework.

4. Interested eligible Bidders may obtain further information from WASAC Development Ltd, E- mail: procurement@wasac.rw and inspect the bidding document during office hours 07:00am to 05:00pm local time (5:00am-03:00pm GMT) at the address given below.

5. The bidding document in English may be obtained by interested eligible Bidders from WASAC Development Ltd Head Office at Procurement Office, 4th Floor, during working hours upon payment of a nonrefundable fee of Ten Thousand Rwandan Francs only (10,000 Frw) or in any freely convertible currency deposited to the account N° 1000043059 of RSWS PROGRAM COUNTERPART ACCOUNT RWF opened at NATIONAL BANK OF RWANDA. The bidding document may be sent by email as may be requested by interested bidders (through the request addressed to procurement@wasac.rw).

6. Bids must be delivered at WASAC Development Ltd Head Office at the address given below not later than 30th/07/2024 at 10:30a.m. local time (8:30a.m. GMT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend on 30th/07/2024 at 11:00a.m. local time (9:00a.m. GMT) in the Board Room of WASAC Development at the address stated below.

7. All Bids must be accompanied by a Bid Security in the form of a reputable Bank Guarantee of an amount of Twenty Thousand United States Dollar (US$20,000) for each Lot or its equivalent amount in a freely convertible currency.

8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
