Parti Liberal (PL) with Head Quarter Office located in Kicukiro District opposite to CPR- Unity House/Amasezerano Community Banking Head Quarter Office, wishes to invite all interested, qualified, and eligible bidders to submit their best proposals for tender regarding the construction of a Commercial Building as per the approved design, drawings, and technical specifications provided in the tender documents. The building will be constructed on KK 10 AVE, Kicukiro District, City of Kigali.

The participation in the competition is open on equal conditions to all qualified companies specialized in the field of construction with the following criteria:

• The bidder must be a recognized construction Company with a certificate in construction field category C or D.
• Minimum 5 years of experience in commercial building construction.
• Completed at least 3 similar projects of comparable scale in the last 3 years.
• Sufficient financial capacity and technical personnel.

The Tender Document in English may be obtained from Parti Liberal (PL) Head Quarter Office from 08^th/07/2025 during office hours (8:30 to 16:00) upon presentation of proof of payment of a non-refundable fee of One Hundred Thousand Rwandan Francs (100,000Rwf) deposited to the following account:

The site visit will be conducted on 18/07/2025 at 10:00 to 12:00, with a PL representative.

Well-bound and sealed bids presented in 2 hard copies, one of them marked “Original” and one hard copy marked “Copy”, and a soft copy of the bid will be submitted.

The bids shall be valid for 15 days (Calendar days). They should be submitted at the PL office located in front of CPR- Unity House/Amasezerano Community Banking Headquarters Office/Kicukiro, not later than 22/07/2025, at 16h00 local time. Late or incomplete bids will not be accepted. Electronic bidding shall not be permitted. The bids will be opened in the presence of the bidders or their representatives who wish to attend the opening session at Parti Liberal Office on 23/07/2025 at 10h00

Please note that the bids will be put in an envelope indicating the name, the address of the prospective bidder.

PL reserves the right to accept or reject any or all tenders without assigning any reason thereof.
