“Consultancy- Assessment and analysis of gaps in policies, laws, and strategic frameworks related to Sexual and Reproductive Health in Rwanda”.

1. Introduction

At the landmark International Conference on Population and Development (ICPD) in 1994, representatives of 179 governments gathered in Cairo. They adopted the ICPD Programme of Action, which recognized reproductive health, Women's empowerment, and gender equality as pillars of sustainable development.

Twenty-five years later, in November 2019, the Nairobi Summit, also known as ICPD+25, was held in Nairobi, Kenya, to celebrate the 25th anniversary of the Cairo conference. At the same time, the international community was working towards meeting the UN's Sustainable Development Goals by 2030.

The Nairobi Summit on ICPD25 provided an inclusive platform for a broad range of stakeholders to support a set of global commitments complemented by national commitments that would collectively advance the ICPD agenda. Commitments were centered on achieving (i) zero unmet need for family planning information and services, (ii) zero preventable maternal deaths, (iii) zero sexual and gender-based violence and harmful practices against women and girls, and (iv) Access for all adolescents and youth, especially girls, to comprehensive and age-responsive sexual and reproductive health services.

During the ICPD25, Rwanda made four critical commitments around Sexual and reproductive health and another one around ensuring that the necessary legislative, policy and strategic frameworks that provide for all persons to have access to quality integrated health services are in place (Ref. Commitment #2). This calls for the various stakeholders, including non-state actors, to support the government in implementing Commitments.

Within the above context, Global Health Corps and Health Development Initiative, in partnership with the Ministry of Health, wish to commission a study to assess and analyze gaps in policies, laws, and strategic frameworks related to Sexual and reproductive health in Rwanda. This Study aims to contribute to Commitments #2, #3, #4, and especially #5 by identifying existing gaps in policies, laws, and strategic framework related to Sexual and reproductive health to inform decision-makers to proceed with the necessary legal policy and strategic framework reforms.

2. The objective of the Study

The overall objective of this study is to assess and analyse gaps in policies, laws, and strategic frameworks related to sexual and reproductive health in Rwanda. Sexual and reproductive health as defined by World Health Organization and more specifically by the Lancet Commission in June 2018.

Specifically, the consultant will be required to:

Conduct a rigorous and comprehensive literature review of existing policies, law, and strategic framework related to sexual and reproductive health in Rwanda,
Identify and analyze existing gaps in policies, laws, and strategic framework related to sexual and reproductive health in Rwanda,
Document best practices in policies, laws, and strategic framework pertaining to sexual and reproductive health in Africa or elsewhere in the world with particular emphasis on how they may be duplicated in Rwanda;
Basing on identified gaps and good practices to suggest strategic recommendations for enacting or revising policies, laws, and strategic framework.

3. Scope of work

Essential tasks in this assessment will consist of the following:

Develop an inception report that defines the methodology and research tools to be used for data collection;
Carry out a literature review of existing policies, laws, and strategic framework related to Sexual and reproductive health in Rwanda;
Share and present the first draft for pre-validation
Draft the final report for validation

4. Expected deliverables

The deliverables for the assignment include:

Inception report
Developed tools to be used for data collection;
Draft a report highlighting gaps in policies, laws, and strategic frameworks related to Sexual and reproductive health in Rwanda;
Presentation of findings during the validation meeting;
Final report of the assessment.
5. Duration

The successful consultant will start this assignment as soon as possible following the completion of the recruitment process and signing the contract thereof. The duration of the consultancy is expected to be not more than 45 working days from the signature of the agreement.

6. Reporting

The consultant will be under the supervision of the GHC’s Country Director and HDI’s Executive Director.

7. The Consultant:

The consultant could be an independent person or entity, a registered law, or another registered firm fulfilling the required skills and competencies.

8. Required skills and competencies:

Have a minimum of a Master degree in Human Rights Law, Sexual and Reproductive Health Law, Health Law, Medical Law, Criminal Law or any other relevant field of law;
A Ph.D. in any of the above fields is an added value;
Have a minimum of 10 years of experience working with CSOs and/or public institutions involved in the health sector;
Strong research skills and experience in conducting similar work;
Proof of at least one previously conducted consultancy related to medical or health law in Rwanda;
At least one peer-reviewed published article in the field of health or medical law
A track record of publications including at least 10 published articles in peer-reviewed journals,
At least Have a strong understanding of the Rwanda health system and laws
Excellent command of English and outstanding written skills;
Excellent analytical, interpersonal, communication, and reporting skills;
