UDL manages seven commercial properties and two residential properties on behalf of Rwanda Social Security Board (RSSB).

2. The objective of this Letter of Invitation (LOI) is to seek the services of competent Contractor with competence in design and construction works to design and build the fence and the office for the sewage water treatment plant at in Vision City Phase 1 located in Kagugu, Kinyinya sector in Gasabo District.
3. This Letter of Invitation is addressed to all competent companies with vast experience in the area of construction. Bidding will be conducted through National Competitive Bidding(NCB).

All competent bidders interested in this tender must participate in the mandatory site visit to appreciate the scope of design and construction works required. The mandatory site visit is scheduled on Friday 17^th May 2024 from 11AM. A certificate of attendance shall be issued and any bid from a company which did not participate in this mandatory site visit shall be rejected.

4. Only interested Bidders who will have participated in the scheduled site visit shall purchase the Tender Document at a fee of Ten Thousand Rwandan francs (10,000 RWF) via Ultimate Developers Ltd’s Account Number open in Bank of Kigali, Account Number: 00048-00394853-25 in the names of Ultimate Developers Ltd, obtain the Tender Document either physically or via email: procurement@udl.rw, and may obtain further information on the Tender Documents at UDL Head Office (Address below) during office hours 08:00 a.m. to 04:00 p.m. Local Time:

5. Well typed bids written in English, clearly marked with the Tender Title and tender reference number shall be deposited in sealed envelopes at the Procurement Office of UDL not later than 24/05/2024 at 10:00 a.m. local time (8:00 a.m. GMT). Online submission is not allowed.
6. Bids will be opened in the presence of bidders’ representatives who choose to attend on 24/05/2024 at 10:30 a.m. local time (08:30 a.m. GMT) in the Board Room of UDL HQ, 9th Floor /RSSB Building–Tower II. Bids shall remain valid for 60 days after the Deadline for Bid Submission prescribed above.
7. The procurement process shall be done in compliance with the UDL Procurement Policy and Procedures Manual.
