Dear Sir/Madam,

Compassion International – Rwanda invites sealed bids from eligible and qualified bidders for the provision of various goods and services as detailed in the following Lots:

• LOT 5: Design and Printing Services (Ref: CIRW005/2025-2026)

Bidders may submit a proposal for one or multiple Lots. Each bid must clearly specify the Lot number(s) being bid on.

Submission Details:

• • Bids must be submitted in two separate sealed envelopes: one for the Technical Proposal and one for the Financial Proposal. Both envelopes must be placed in one outer envelope.
  • The outer envelope must be clearly marked with the Tender Reference Number(s) and the Bidder's Name.
  • Deadline for Submission: Tuesday, September 9, 2025, at 17:00 Hours (5:00 PM).

Eligibility Requirements:

• Valid Certificate of Registration from Rwanda Development Board (RDB)
• Valid Tax Clearance Certificate and Proof of RSSB Compliance
• Three (3) Reference Letters from previous clients (not exceeding 3 years old)
• A completed and signed Bid Submission Sheet (included in the tender document)

Evaluation Criteria:
Bids will be evaluated based on:

1. Administrative compliance and eligibility (Pass/Fail).
2. Technical responsiveness and capability.
3. Financial competitiveness. The best-evaluated bid will be the lowest-priced quotation from a bidder who is eligible and substantially responsive to all requirements.

Compassion International – Rwanda reserves the right to accept or reject any bid, to annul the tender process, and to reject all bids at any time prior to contract award, without incurring any liability to the affected bidder(s).
