Director of Human Resources

About the Position
The Director of Human Resources (DHR) is a senior TWB representative in Rwanda and East Africa responsible for developing, implementing, and overseeing the Human Resource (HR) Department and the strategies therein to support the mission and vision of the organization. Specifically, the DHR will develop and manage company policies and procedures, communicate those policies and procedures between company Leadership, Management, and teams, manage the HR department budget, and coordinate with Management to ensure compliance with HR laws and regulations. In addition, The DHR oversees talent management, training and development, and compensation. The DHR will coordinate with the TWB Leadership team while reporting to the CEO, and overseeing the work of the HR Consultant based in the United States.

Expectations
This is a full-time, 45 hour per week position based in TWB’s Kigali, Rwanda office with frequent travel to TWB’s bakery sites. As a multinational company, business travel to the US, Europe, or other countries outside of Rwanda may be required, as well as evening and occasional weekend work hours.

Duties & Responsibilities
• Oversees the daily workflow of the HR Department.
• Collaborates with TWB Leadership to understand the organization’s goals to design and manage the best strategies and practices for:
o Recruitment, interviewing, hiring, training, and development;
o Compensation, benefits, leave and performance evaluation;
o Productivity, recognition, morale and discipline;
o Contract creation and administration;
o Disputes and investigations, occupational health and safety;
• Plans, develops, coordinates, and implements policies, procedures, processes, and surveys for occupational safety, recruitment, onboarding, and disciplinary matters in accordance with MIFOTRA standards to support the organization’s HR compliance and strategy needs
• Monitors and ensures the organization’s compliance with national, provincial, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance
• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
• Develops and manages the HR Departmental budget
• Facilitates professional development, training, and certification activities for all TWB team members
• Develop job descriptions and revise as needed to establish clear responsibilities to staff members that are compliant with labor laws and TWB’s goals
• Ensure employees’ job descriptions are up to date, clear, understood, and compliant with all national laws and regulations in force
• Review and update Rwanda Employee Handbook annually in accordance with HQ and Rwanda HR and goals and policies, while adhering to Rwandan legislation
• Performs other duties as required

Required Skills and Abilities:
• Excellent verbal and written communication skills in English and Kinyarwanda
• Excellent interpersonal, negotiation, and conflict resolution skills
• Excellent organizational skills and attention to detail
• Excellent time management skills with a proven ability to meet deadlines
• Strong analytical and problem-solving skills
• Strong supervisory and leadership skills
• Ability to build relationships, inspire and motivate commitment/buy-in to TWB’s mission
• Ability to adapt to the needs of the organization and employees
• Ability to prioritize tasks and to delegate them when appropriate
• Thorough knowledge of employment-related laws and regulations
• Proficient with Microsoft Office Suite, Google Suite and related software
• Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems

Education and Experience:
• Bachelor’s and/or Master’s degree in Human Resources, Business Administration, or related field required.
• A minimum of five years of Human Resource management experience.
• Related Human Resource certifications are highly preferred. (Comparable to SHRM-CP or SHRM-SCP.)

Physical Requirements:
• Prolonged periods of sitting at a desk and working on a computer
• Must be able to lift 15 pounds at times
