3. Tender submission date

The deadline for submission of bids is November 20, 2023, at 4:00 p.m. at the Ecole Belge de Kigali reception desk in Gisozi. On the outside of the envelope, please write "Achat de Kiyovu ou Batsinda".

4. Tender opening

Bids will be opened the same day, at 4:30 p.m., by a Professional Bailiff.

5. Conditions of Submission

Your bid envelope must contain a letter specifying the parcel you wish to purchase, as well as the amount of your bid. In addition, please include a certified cheque from a financial institution recognized in Rwanda, equivalent to 5% of the amount of your bid, and identification documents as a natural or legal person.

6. Terms of payment

The successful bidder's certified cheque will be cashed on the same day, and the balance of the purchase price must be paid within 3 days. Should payment not be made within this period, the sale will be cancelled, and the certified cheque will not be returned. In this situation, the owner reserves the right to negotiate with other bidders based on the size of their offers. 

The certified cheques of unsuccessful bidders will be returned to them immediately.

7. Auctions after the Opening

If no bid is accepted by the owner, the bailiff, acting on behalf of the owner, will propose that the bidders review their bids. A new session will be organized within 7 days. 

8. Right of Rejection

Should no bidder reach the floor price (reference price), the owner reserves the right to reject any and all bids.
