Tender Notice: Framework Agreement for the Supply of Laptops and Desktop Computers

Introduction

Digital Opportunity Trust (DOT) Rwanda, in partnership with the Mastercard Foundation, is implementing the Digital Skills for Employability (DSE) program, a four-year initiative to empower Rwandan youth with in-demand digital skills. The DSE program is implemented by a consortium of partners led by DOT Rwanda including Intango Technical Secondary School (TSS), Igire Rwanda Organization (IRO), Knowledge Lab (kLab), and SOLVIT AFRICA together referred to as the “DSE Consortium”.

On behalf of the DSE consortium, DOT Rwanda invites qualified suppliers to submit proposals for a Framework Agreement to supply laptops and desktop computers. The Framework Agreement will also cover the supply and maintenance services of the devices.

Scope of Supply

The framework agreement will cover the supply of the following devices:

• High-Performance Laptops:Specifications include Intel Core i7 processors, 32GB RAM, 1TB PCIe SSD storage, dedicated graphics cards, and Windows 11 Pro. Approximate quantity: 100.
• Mid-Range Laptops:Specifications include Intel Core i5 or i7 processors, 8GB or 16GB RAM, 500GB or 512GB SSD storage, integrated graphics, and Windows 10 or 11 Pro. Approximate quantity: 123.
• Entry-Level Laptops:Specifications include Intel Core i5 processors, 8GB RAM, 512GB SSD storage, 14" FHD display, and Windows 11.
  Approximate quantity: 120.
• All-in-One Desktop Computers:Specifications include Intel Core i5 11th Gen processors, 8GB RAM, 512GB SSD storage, 22” to 24" Full HD display, and Windows 11.
  Approximate quantity: 280.
• Maintenance Plan:Provide a detailed maintenance plan, including response times, service level agreements, and pricing for different types of maintenance services. Specify the location of your service center(s) in Rwanda.

Detailed technical specifications and quantities are provided in the attached annex A.

Eligibility Criteria

Interested suppliers must meet the following criteria:

• Registered business with relevant experience in supplying IT equipment.
• Valid tax clearance certificate.
• Demonstrated capacity to supply and deliver the required quantities and specifications.
• Commitment to quality and after-sales service.

Submission of Proposals

Interested suppliers are invited to submit their proposals electronically to procurementrwanda@dotrust.org with the subject: “Tender 001/01/25/DOTR - Quotations - {Company Name}” by Friday, 17 January 2025 at 05:00 Kigali Time. The proposal should include:

• Company profile and relevant experience.
• Detailed technical specifications and pricing ( unit price, total cost, taxes, and any discounts) for each device category and accessories.
• Detailed Maintenance plan.
• Proposed delivery schedule, payment terms, and warranty terms.
• Evidence of capacity to fulfill the requirements.
• Certificates of completion from at least 3 recent clients.

Evaluation Criteria

Proposals will be evaluated based on technical compliance with specifications, Price competitiveness, Delivery schedule and warranty terms, and Company experience and capacity.

Important Notes:

• Equivalents:Where "or equivalent" is specified, proposers must provide detailed specifications of the proposed alternative, demonstrating that it meets or exceeds the stated requirements.
• Compatibility:All devices must be compatible with commonly used software applications for productivity, online learning, and software development.
• Warranty and Support:All devices must be covered by a comprehensive warranty and include access to technical support within Rwanda.
• Power Adapters:All devices must be supplied with appropriate power adapters for use in Rwanda.
• All Prices must be quoted in RWF or mention the exchange rate used
