JOB DETAILS:
RTI International is seeking a Gender and Governance Scorecard Consultant for USAID-funded Health Policy Plus project is seeking a consultant to lead the implementation of a scorecard to assess the integration of gender into the governance of family planning/reproductive health and maternal and child health (FP/RH/MCH) programming in Rwanda. The consultant will be required to conduct a desk review of existing data sets, policies, regulations and other laws to complete the scorecard, provide written comment and feedback on the scorecard, and potentially contribute to the development of a consultation discussion guide, and conduct consultations with key stakeholders.

qualifications
• The successful applicant will have a master’s degree in public health or a similar field; a minimum of five years of health sector experience in Rwanda, preferably working in gender, FP/RH/MCH; demonstrated experience conducting desk reviews, qualitative data collection, and leading consultations; demonstrated understanding of health governance in Rwanda; ability to work independently and move a project forward while collaborating with a larger project team; strong written and communication skills; fluency in Kinyarwanda and English.
