Rwanda Grains and Cereals Corporation Ltd (RGCC) is an autonomous joint – venture partnership between Government and Private Sector stakeholders under the governance of a Board of Directors.
RGCC Ltd is registered by Rwanda Development Board (RDB) on 23/01/2012 under company code no. 102557250.
The Government of Rwanda is the major shareholder and other are Foreign and Rwandan company shareholders, mainly operating in Grains and Cereals trading and processing business.
The RGCC major responsibility is to deliver service that will enhance the Grains and Cereals trading system in Rwanda.
Vision
To become a regional and competitive player in Grains and Cereals trade.
Mission
To establish a well structured and profitable Grains and Cereals trading system in Rwanda under a Public – Private Partnership.
Objectives
Rwanda Grains and Cereals Corporation Ltd aims to profitably achieve the following objectives:
1. Efficiently manage the surplus production of Grains and Cereals as well as avoiding short term speculation.
2. Improve the quality of Rwanda‘s Grains and Cereals.

JOB TITLE: General Manager
REPORTING TO: Board Chairman
LOCATION: Kigali, with frequent travel to District zones
CONTRACT LENGTH: Open-ended
START DATE: Immediately.
JOB DESCRIPTION

General Manager
GENERAL DUTIES
The general manager will be responsible for organizing the operations of the company and manage its human and financial resources following guidelines and decisions made by the board of directors and general assembly. In particular, key duties of the general manager
Will entail the following:
Strategic and operational planning

  • Develop strategic plans by studying markets and financial opportunities: presenting assumptions and recommending deliverables
  • Coordinate the preparation of RGCC annual operating plans that support strategic direction set by the board and correlate with annual budgets
  • Submit annual plans and budget to the board for approval
  • Develop sound and innovative strategies for achieving RGCC objectives
  • Develop and implement financing strategies
  •  Develop and monitors strategies for ensuring RGCC long-term financial viability.
    Commercial operations
  • Oversee RGCC operations (procurement, purchasing commodities and storage, marketing and sales) and profitably manage its resources.
  • Create and maintain procedures for purchasing, storing and controlling/maintaining high quality of commodities.
  • Ensure that staff and board have sufficient and up-to-date information.
  • Evaluate the company ‘s and the staff’s performance on regular basis
  • Maintains quality service by establishing and enforcing organization standards.
  • Promote a culture that reflects RGCC‘s values, encourages good performance, and rewards productivity.
    Financial operations
  • Oversee RGCC staff in developing annual budgets that support investment/operating plans and submits budgets for approval
  • Prudently manage the resources of the corporation according to the procedure manual and current laws and regulation
  • Ensure that all accounting procedures applied are in compliance with generally accepted accounting principles (GAAP).
  • Provide prompt, thorough, and accurate information to keep the board appropriately informed of the corporation’s financial position.
    Human Resource Management
  •  Increase management’s effectiveness by recruiting, selecting , orienting , training, coaching , counseling and disciplining managers and other staff;
  • Communicating values ,strategies, and objectives;
  •  Assigning accountabilities; planning, monitoring and appraising job results.
    Communication and Public Relations
  • Serve as the primary spokesperson and representative for RGCC
  • Assure that RGCC mission, programs , and services are consistently presented in a strong ,positive image to farmers cooperatives, and other relevant stakeholders
  • Acts as a liaison between RGCC and the community, building relationships with key stakeholders in target value chains.

SUPERVISION ROLE
The general manager is under direct supervisions of the chairman of the board of directors’ .therefore he will work closely with and result to the chairman of the board of directors. However, in the framework of promoting a team spirit with RGCC, the general manager will share any useful information with operations manager, finance department and any other department as need be.


SALARY AND BENEFITS
The employer agrees to pay to Interesting and adapted salary to the General Manager.
Other employee benefits such as medical insurance, communication and transportation shall be provided by the employer.


QUALIFICATIONS AND EXPERIENCE
The person must be a holder of a Master’s Degree in Agronomy, Agri-business, Agro-economy or Master’s Degree in other business related studies such food sciences or business administration with five (5) years of experience in a senior management position and three(3) years working experience in the grains sector, particularly in quality control and warehouse management or a holder of a bachelor’s degree in Agri-business, Agro-economy or other related studies such as Business Administration with 5 year of experience on senior management position will also be eligible. Private sector experience and Knowledge/expertise in agriculture value chain development will be an added advantage. Candidates with expertise and experience in grain sector sourcing and storage.


Skills:
A person with skills in commodity sourcing management, warehouse management, food storage standards management, process improvement, decision making, strategic planning, quality management. Finally with computer proficiency and languages proficiency (Kinyarwanda, English and French).
