NAME OF PROJECT: Rwanda Kigali Smart Wastewater Management Project PPSF

1. The Government of Republic of Rwanda has received a grant from the Asian Infrastructure Investment Bank to finance technical assistance for the preparation of a project to be financed by the Bank.
2. The objective of the activities is to facilitate the preparation of the proposed Rwanda Kigali Smart Wastewater Management Project (the loan project) designed to improve the public health in Kigali and improve water quality of downstream water bodies.
3. The loan project includes the following components:

Component I: Feasibility study (FS):

• This component includes the Feasibility study for Construction of the sewer network and wastewater treatment and re-use, including finalizing the identification of the service areas to be included under the project, technical surveys and other technical assessments.

Component II: Detailed engineering designs (DEDs):

• This component includes the Detailed engineering designs for Construction of the sewer network and wastewater treatment and re-use, including finalizing the identification of the service areas to be included (a) construction drawings; and (b) costing and bill of quantities.

Component III: Other preparatory activities including:

• Environmental and social (E&S) assessments (including gender assessment), E&S instruments and required under AIIB’s Environmental and Social Framework (ESF), and E&S capacity building; (b) the preparation of Project Delivery Strategy, Procurement Plan and procurement documents (including the Terms of References for consultant(s) to be engaged for the Project); (c) financial management arrangements; (d) economic analysis; and (e) preparation of the Project Implementation Manual.

4. Competently qualified supplier/consultant will be required for the following contracts financed by PPSF:

• Consulting Services (firm): FSR, ESIA and DED assignment
• Consulting Services (individual): wastewater management consultant; climate resilient consultant; and project management consultant

5. Procurement of goods and/or works and acquisition of the consulting services, financed by the Bank, will be carried out in accordance with the Bank’ Procurement Policy as revised through June 26, 2024, and the Directive on Procurement Instructions for Recipients, dated July 26, 2024, each as amended from time to time, and the Procurement Plan prepared for the activities acceptable by the Bank. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the Bank’s external website and The NewTimes.
