TITLE: HIRING MEDIA HOUSES UNDER FRAMEWORK AGREEMENT

SOURCE OF FUND: RWANDA ENERGY GROUP (REG)

The Rwanda Energy Group (REG) and its subsidiaries hereby invites sealed bids from eligible bidders to submit their best offers for providing media house services under framework contract as indicated in detail in the supply requirement. The tender is made of five (5) indivisible lots as follow:

Lot 1: Newspapers

Lot 2: Commercial Radios

Lot 3: Community Radios Lot 4: Televisions

Lot 5: Websites

The Participation to the competition is open on equal conditions to all bidders specialized in the field. Bidding will be conducted through the National Open Competitive Bidding (NCB) as it is specified in the updated Procurement User Manual of REG.

Tender Documents may be obtained on any working day starting from 7:00 am to 5:00 pm at REG Head- quarter, KN82 ST Nyarugenge District, 1st Floor, Room N° G114, the Secretariat Office of the Procure- ment Management of EUCL,E-mail: procurement-eucl@eucl.reg.rw, onizeyimana@eucl.reg.rw upon presentation of a proof payment of a non-refundable fee of 10,000Rwf deposited to EUCL Account N° 2001161020000121 opened at NCBA Bank, Rwanda.

Well printed bids, properly bound and presented in two copies, one of which is the original must reach the Secretariat of the Procurement Management at the address mentioned above not later than 08/12/ 2023 at 10:00 am. Late bids and electronics bids will be rejected and returned unopened. The bids should be well sealed and addressed to the following address:

The opening of the bids will take place the same day at 10:30 a.m. Local time in the conference room of REG Head Office in a public session.

All bids shall be accompanied by a Bid Security of 400,000Rwf for each Lot issued by a reputable fi- nancial Institution Recognized in Rwanda as per bid security template provided in the tender document. The bids will remain valid for 120 days starting from the deadline of bids submission. The Outer envelope should clearly indicate the tender name and title.
