  1. Background and Introduction

Dignity in Detention (DIDE) is a Rwandan registered non-profit organization with extensive experience in training justice officials and working within Rwanda’s prison system to provide rehabilitative psycho-social support to detainees. DIDE has been conducting projects in Rwanda for more than 20 years to ensure that women and adolescents in detention enjoy the protection, mental care and education they deserve.

In partnership with Interpeace, HAGURUKA and PFR, DIDE is implementing a societal healing programme entitled “Reinforcing community capacity for social cohesion and reconciliation through Societal Healing in Rwanda”. The purpose of this consultancy is to request proposals for the production of  event videos, documentaries and photos to document human interest or change stories that highlight the successes and impact of the societal healing programme entitle:  “Reinforcing community capacity for social cohesion and reconciliation through Societal Trauma Healing in Rwanda” being jointly implemented by Interpeace, DIDE, Haguruka and Prison Fellowship Rwanda with financial support from the Government of Sweden through Swedish International Development Cooperation Agency (SIDA).

The company will be responsible for developing the overall concepts and scenarios, scripts or story boards that will be needed for the production and postproduction stages.  

Selected company will cover their transport expenses while conducting field work and will be required to share a list of high-quality audiovisual equipment that will be used to perform assigned tasks before they are granted a contract.

The company will work in close collaboration with DIDE team in all stages of videos production.

Duration of the Assignment

The selected provider will be granted the status of “pre-selected service provider” or preferred vendor. Upon requests from DIDE, the provider will be contracted for the delivery of outputs specified and commonly agreed on and in accordance with the financial offer submitted.

  • Specific tasks for the consultant: 

More specifically, the Consultant will be tasked to do the following:

  • Spearhead the development of the video documentary’s overall concepts and scenarios in collaboration with the DIDE RWANDA designated team.
  • Develop documentary scripts or storyboards to be used as a guide in the production process and post-production process. .
  • Interview people targeted by the programme such as community members and detainees as well as different partners of this project namely: Interpeace, Prison Fellowship Rwanda, HAGURUKA, MINUBUMWE, RCS and district authorities in the project area: Musanze and Nyabihu in Northern Province, Nyagatare and Ngoma in the Eastern Province, and Nyamagabe in the Southern province.
  • Submit draft videos to DIDE RWANDA for review and approval.
  • Incorporate in the draft videos all the feedback and comments provided by DIDE team until a final version is validated by DIDE.
  • Output /Deliverables:

The company is expected to work on various aspects of video production. Deliverables include the following:

  • Submit storyboards / scripts to DIDE for approval before filming.
  • Present draft video documentaries to DIDE at the end of the field mission and incorporation of comments;
  • The videos should be featuring all the programme partners and stakeholders as recommended by DIDE.
  • Produce different highlights videos (between 30 and 60 seconds) for social media use after every field mission.
  • Submit all recorded videos and interviews (raw footage) to DIDE on a hard drive for archive purpose.
  • Provide 4 videos 7-minutes final version of the intended documentaries in Kinyarwanda with subtitles in English.
  • Provide 30 community engagement videos
  • Production of photos (1000pces) + photo book
  • Requirements from the applicants 
  • COMPETENCIES: 

Functional:  

  • Ability to film broadcast quality video and audio: HD 1920x1080 or better;
  • Have strong video editing skills using professional editing software i.e., Final Cut, Adobe Premiere, Avid, etc.);
  • Have knowledge of converting of video files into or from multiple formats.
  • Have online video publishing and file transfer skills;
  • Have knowledge of lighting for video.

  • Have Interest in mental health, social cohesion and peace building.
  • Display cultural, gender, religion and age sensitivity and adaptability.
  • Ability to work in a multicultural environment.
  • Ability to respect deadlines. 
  • REQUIRED SKILLS AND EXPERIENCE 

Education:

  • Minimum Bachelor's degree or Equivalent in media communications, Journalism, and other Social Sciences such as Psychology, Political Science or any other related field for the staff
  • High experience (five years or more) of working with video production may be considered
  • Professional certificates 

Experience:

  • At least 3 years’ experience in producing video products
  • Experience in the usage of motion graphic design software package.
  • Experience in working with national and international organizations. Having worked with peacebuilding organizations is an asset. 

Language:

  • Fluency in both English and Kinyarwanda is a requirement; knowledge of other Rwanda official languages (French, Swahili) is an asset. 
  1. Selection and Award:

Evaluation – 100% 

  • Technical – 40 points: Responsiveness to the technical specifications and requirements and the degree to which the offeror can provide the requested videos production and documentaries of healing success stories.
  • Key Personnel – 20 points: The Offerors must identify and provide qualifications for personnel that will be primarily responsible for delivery of services (“Key Personnel”). Curriculum Vitae (CV) of Key Personnel must be included in an annex to the technical proposal. Key Personnel must demonstrate enough qualifications and experience to perform the required services.
  • University Degree or Equivalent in Media Communications, Journalism, Social Sciences, Psychology or Political Science
  • At least three years’ experience in producing video products for TV and social media
  • Experience in conducting video interviews
  • Familiarity with video and social media communications
  • Experience in the usage of graphic design software packages
  • Equipment and software – 20 points: A detailed list of equipment and software with recent technology.
  • Past Performance – 20 points: Based on at least three (3) client references for recently- video production. Three (3) past performance references of similar work preferably with donor-funded international organizations (under contracts/subcontracts) previously implemented as well as contact information for the companies for which such work was completed. Contact information must include at a minimum: name of point of contact that can speak to the offeror’s performance, name and address of the company for which the work was performed, and email and phone number of the point of contact.
  1. Application procedure: 

Interested companies must submit the following documents/ information to demonstrate their qualifications. 

a) Letter of application or interest.

b) A technical proposal that includes methodology and CVs of your team members that indicate all their qualifications and experience from similar projects as well as a list of owned high-quality audiovisual equipment and software with their specifications.

c) Three (3) references from organizations you previously worked with.

d) A financial proposal

e) List with links to previous work samples (at list 5 samples)

f) Two samples of Experience in the usage of motion graphic design software packages.
