JOB DETAILS:
Background
The Office of the Auditor General was established in 1998 and is mandated by the Constitution of the Republic of Rwanda of 2003 revised in 2015 as the Supreme Audit Institution of Rwanda responsible for the following:

• Auditing and reporting on accounts of all public entities, local administrative entities, public enterprises, parastatal organizations and projects;
  
• Conducting financial and performance audits (economy, efficiency and effectiveness) in respect of expenditure in all institutions referred to above;
  
• Conducting accountability, management and strategic audits of accounts in the institutions mentioned above.
  OAG’s mission is to promote accountability, transparency and best practices in Government operations as a means of good governance.
  OAG runs an annual Graduate Recruitment Program which aims to recruit young self-motivated Rwandan Nationals graduating in Accounting, and other fields when necessary, from recognized universities in Rwanda and outside the country.   To fulfill its mandate, the Office of the Auditor General of State Finances wishes to recruit competent, skilled and experienced staff on following the positions:
  Job responsibilities
  The scope of work of Information System (IS) Auditor will include but not limited to the following:
  In addition, the Auditor will also be responsible for designing IS Audit procedures including but not limited to;
  
• Compliance to procedures (The basis being, local and International Standards),
  
• IT Security Policies and Guidelines,
  
• Disaster recovery and Business Continuity,
  
• IT Security Governance and Control,
  
• System quality assurance,
  
• Data & System Backup and Restoration,
  
• Remote Access and encryption of traffic,
  
• Internet access monitoring and Clouding computing,
  
• Incident or Problem management, and
  
• Application change control procedures, for various auditable areas.
  
• Application and Database controls review
  
• Network controls review
  
• Security Audit (Penetration testing)
  The Auditor is expected to use the available guidelines (AFROSAI) on IS Audit and prescribed ISACA (Information Systems Audit & Control Association) guidelines to evaluate the design and operational effectiveness of controls, and also provide recommendations to the management for actions to address weaknesses found.
  Requirements:
  
• Have a bachelor’s degree in Information technology, computer science, Business Information Technology, Management Information System, or other related fields
  
• No experience required;
  
• Have High level of integrity;
  
• Be Innovative and results oriented person
  
• Ability to work as part of a team;
  
• Excellent oral and written communication skills;
  
• Excellent interpersonal, particularly staff/management relations;
  
• Ability to deliver accurate results in a timely manner and in an environment with multiple and challenging tasks.
  
• Be 25 years old or less.
