The Luxembourg agency for development Cooperation (LuxDev) launches a request for Expressions of Interest (REOI) for the acquisition of services to provide end-to-end technical oversight and advisory for the specification, design review, procurement, installation, and commissioning of all refrigeration, freezing, and climate control systemson behalf of Project RWA/030 receiving financial support from the governments of Rwanda and the Grand-Duchy of Luxembourg .

Economic operators (natural person) that are invited to express their interest to offer the services mentioned above, should have expertise and experience in turnkey HVAC & Cold Chain Systems. 

Indicatively, economic operators will have to demonstrate their technical capacity and experience in integrated HVAC systems (Heating, Ventilation, Air Conditioning, Refrigeration and Freezing), as well as specialising in installations such as Individual Quick Freezing (IQF) systems, blast chillers, cold rooms, and refrigeration chains.

The start of the contract is foreseen for October 2025 and for a duration of 6 months maximum. Economic operators must be available for the entire period foreseen and willing to intervene in Kigali, Rwanda. The maximum budget available for this contract is estimated at 40,000.00 EUR (all taxes inclusive).

The shortlist of candidates invited to submit a full offer will be established of a minimum three and maximum eight candidates evaluated as qualified and ranked, if necessary, against the selection criteria.
