Background of Assignment
I.S.I. Corporation Ltd is an early educational organization based in Kigali, Rwanda.
After a successful 20 years of providing high quality education to young Rwandan children, I.S.I. CORPORATION LTD is now ready to move to the next phase of scaling up and proving education in advanced levels of education that also leverages modern and technical advanced methods of education. To do this I.S.I. CORPORATION LTD is seeking to have a 5- year strategic plan which addresses both the expansion plan (educational levels and structural infrastructure), and the methods of education that adapt to current and future educational needs and requirement.

Objective of the Assignment
The goal of this assignment is to develop a 5-year sustainable strategic plan for I.S.I. CORPORATION LTD. The strategic plan will reflect the emerging and future trends in education and will include the required operations and financial models for I.S.I. CORPORATION LTD. It will suggest the levels of education that will be added (if any) to address the gap that exists in meeting the demand for children’s education in Rwanda, availability of schools in Rwanda, the infrastructure needed to meet this demand, and the appropriate methods of education that embrace today’s and future teaching systems. The overall objective of this assignment is to ensure that I.S.I. CORPORATION LTD fulfils its mandate and continue to grow as an educational center for young people.

Duration of the assignment
The project is expected to start in October 2022. The assignment should be concluded within a 3-month period.


Deliverables
1. An inception report containing a detailed presentation of methodological components and a summary of contents for the final document to be submitted 5 days after the contract is signed
2. First draft of the business plan to be submitted to the Steering Committee 2 months after the inception report
3. submission of the Final strategic plan to be submitted not later than 15 business days after the first draft business plan


Qualification, Experience and Competencies
• Consulting firm must have experience preparing strategic plans in the education sector or have experience preparing business plans for other businesses
• Solid knowledge of the Rwandan education sector, education demand, education sector emerging trends, and growth dynamics is an advantage
• Must be result-oriented, team player, exhibiting high levels of enthusiasm, tact,
• diplomacy and integrity
• Experience preparing financial models
• Fluency in English


Technical Proposal
Technical proposals must include among others the following.
• Profile of the Consultant firm & an outline of recent assignments of similar nature
• Certificate of successful completion/Reference from at least 2 previous clients
• Consultant’s comments or suggestions on the terms of reference & appreciation of assignment
• Clear Description of methodology & Work plan that the consultant proposes to execute the assignment
• CVs of the team and experience
• A timeline for carrying out the assignment

Submission of proposals:
Bidders shall submit one original technical proposal and one original financial proposal. Each proposal shall be in a separate envelope. All technical proposals shall be placed in an envelope clearly marked “Technical Proposal” and all financial proposals shall be also placed in a separate envelope clearly marked “Financial Proposal”
