TERMS OF REFERENCE FOR PROVIDING SECURITY SERVICES

Muhima Investment Company limited (MIC Ltd) invites by the present tender notice all eligible and qualified Bidders to offers their bid in Tender Entitled Providing Security services’ in its building located at Nyarugenge-Kigali.

1. SCOPE OF SERVICES
MIC Ltd requires from appropriately qualified, competent, experienced, and professionally registered security services providers to perform duties at the premises occupied by MIC Ltd (Mic Building). The security services shall be provided on the property of MIC Ltd and shall, in general, entail the following:
• 16 Guards/day
• 15 Guards/Night Shift
• 2 Supervisors
• Patrolling the promises
• Access control
• Screening/scanning of personnel and vehicles
• Assets monitoring
• Protection from and/or to buildings and general crime prevention measures as will be agreed upon
• The specific duties of security personnel in respect of the premises shall be as described in the specific duties of security personnel and standing order operating procedures(SOP’S) of the agency. The SOP’S may be amended from time to time with agreement of both parties
• All lost articles/items are recorded accordingly, after which must be handed over to the designated representative of MIC Ltd.

2. MANDATORY REQUIREMENTS
• Copy of Trading License issued by RDB
• Copy of operating license issued by the security regulators (RURA and RNP)
• Valid tax clearance certificate issued by RSSB
• Valid tax clearance certificate issued by RRA
• Service provider should have at least five (5) years experience in providing physical security services and should provide proof accompanied by correspondence from referees indicating that such project was executed
• Letters of recommendation of satisfactory performance of similar contracts executed
• Two proven references of similar shopping malls tenders guarded
• Certified copy of insurance indemnity/the contract for civil insurance covered
• List of equipments you have that enables you to perform your duties
• Operational plan including supervision and proposed strategies for securing MIC building including tenants’ business assets
• All quotations/price proposals must be valid for the duration of the service. No price escalations will be effected during the service period. The prices breakdown to be in Rwandese francs (including VAT) and to be structured per month.
• The security services shall be executed by a company properly registered and compliant to the security regulator and be able to provide proof of registration to MIC.
• The service provider must demonstrate their reputation, knowledge, and expertise in line with the terms of reference.
• The service provider shall ensure that its team has relevant expertise and have necessary equipments and support to undertake the work such as, two way radios, branded vehicle and any security related working tools, qualified, competent and well-trained officers and supervision thereof.
• The guards require to be fully uniformed with Security Company logos clearly displayed and should always carry their registration cards with them when they are on duty.
• Proof of payment issued(Stamped) by the bank /payroll for salaries of guards for the last three months (July, August and September) Payroll should not have less than 500 guards.

• To have two (2) intervention vehicles (Pick ups) with proof of ownership yellow card.
• Validity liability insurance contract in providing private security services of 25 million and above

Submission Procedure

Deadline for submission of tender document is on Friday 15th October 2021, at 10:00 am at the MIC building, late bids will be rejected. Bids will be opened on the same day at 10:20 am in presence of the bidders.

Bidders are permitted to submit technical and financial offers in different envelopes but in one sealed cover envelop.
