TERMS OF REFERENCE FOR PROVISION OF SECURITY SERVICE

Bbackground of RWVCA

The Rwanda Wood Value Chain Association (RWVCA) is a member-based organization that is dedicated to supporting the development of a wood value chain and representing the interests of the wood sector operators in Rwanda.

The mission of RWVCA is to develop and improve the wood sector by strengthening the capacity of wood operators through capacity building, business development services, and advocating professionally for solving the issues facing the wood sector so that the members could contribute significantly to the vision and aspirations of the Rwandan government of having a medium and high-income country by 2035 and 2050, respectively led by the private sector.

The RWVCA mainly represents the interests of members through different activities including Advocacy, capacity building and Business development services. Funding to support its mission is derived from both donors and contributions made by its members. The financial statement of RWVCA must always be accuracy and reliability.

Based on the information provided, the RWVCA is seeking to hire a security company to provide day and night security services at the RWVCA office located in Kigali-Kicukiro. The security services are crucial to ensuring the safety and security of the premises and its occupants.

Scope of Work

The security company is expected to provide two qualified security guards, one stationed during the day and the other during the night, to ensure continuous security coverage. The following responsibilities are expected from the security company:

• Provide unarmed uniformed security services in and around properties on a 24-hour-a-day, 7 day-a-week basis.
• Conduct regular patrols of the premises
• Monitor and control access to the office premises
• Respond to security incidents and emergencies;
• Verify the identification of visitors and RWVCA' employees;
• Report any security breaches, incidents, or irregularities

• Qualifications and Requirements

The security company must meet the following qualifications and requirements:

• Registered and licensed security company in Rwanda;
• Experience in providing security service;
• Trained certified and smartest security personnel;
• Adequate resources to ensure seamless provision of security services

Submission of Tender Documents

Interested security companies are requested to submit their technical and financial offers by providing the following documents to the RWVCA office located at Kicukiro in the building in front of Zinia Market no later than 5^th August 2024 at 10:00 am:

• Copy of registration and license;
• Valid Rwanda Revenue Authority (RRA) tax clearance;
• Valid Social Security Fund (RSSB) clearance certificate;
• Valid operating certificate from the Rwanda National Police;
• Company profile;
• Experience and track record in providing security services;
• Profile of the security personnel to be deployed;
• Proposed security plan for RWVCA office;
• Certificates of good completion in security services provision from at least three reputable institutions during the last 5 years;
• Financial proposal, including the cost of services per month and for one year in Rwandan Francs, applicable taxes, terms, and conditions of payment.

Note that the selection of the successful Contractor will be based on the evaluation and determination of the relative ability of each Bidder to deliver quality service in a cost-effective manner.
