VSO started working in Rwanda in 1998 at the invitation of the government. Since then, VSO has had footprints in disability inclusion, Education, Health and Livelihood. Currently VSO implements 3 major projects namely, 1. Twigire mu Mikino Rwanda (TMR), 2. Make Way, and 3. Active Citizenship Through Inclusive Volunteering and Empowerment (ACTIVE). VSO has also just concluded a big Project called Building Learning Foundations which reached about 5 million children in P1-P5.

Instruction and conditions of bid process: 

  1. Interested bidders wishing to submit their bid must request bid form on the following email:
  2. Bids must be submitted in a sealed envelope and be received before bid submission deadline.
  3. Bidders must submit their best and final offers.
  4. Bidders will be informed of the outcome of their bids within a week of the bid deadline.
  5. The winning bidders will be required to make payment to VSO prior to collecting the assets. Payment and collection of the asset will be done within one week after notification.
  6. The winning bidder will be required to sign a VSO sale agreement and acknowledge receipt of asset and that VSO accepts no further responsibility for them or liability for their use. 

Well-sealed envelopes should be deposited at the reception of VSO Rwanda head office not later than December 18,2023 at 11: 00 AM. Opening is scheduled on December 18,2023 at 15:00 

Terms and conditions of sale

Eligible parties shall bid according to the following conditions: 

  1. The person interested in the bidding to purchase vehicles and/or furniture & other equipment shall submit the bidding document in the prescribed form to be provided up on request on email (uwizeyimana@vsoint.org ) or at VSO Head Office situated at KG 625, on or before December 15,2023.
  2. Only the person who will have submitted their offer in the prescribed form shall be eligible to participate in the tender.
  3. VSO Rwanda reserve the right to accept or reject the highest tender received or bid made without assigning any reason thereof.
  4. The successful bidders shall have to pay 25% of the accepted bid amount immediately on acceptance of the bid by VSO Rwanda through account number 20025353001 under Voluntary service overseas opened in I&M Bank Rwanda.
  5. The remaining balance of 75% shall be paid with five working days. The highest bidder who fails to deposit 25% of his bid shall be fully forfeited. The following bid shall then be considered. A deduction of 2% will be made from 25% of the bidder who fail to pay 75% balance.
  6. All assets are being sold in “as is where is” condition.
  7. Any taxes in respect of vehicle, shall be payable by the successful bidders. This is a precondition to affect transfer of ownership.
  8. The Vehicles together with vehicle documents will be delivered to the successful bidder after full payment of the bid amount. VSO will also issue acte de vente.
  9. The decision of the tender committee/ auction committee is final in case of any dispute arising during the auction.
  10. If the amount quoted in the tender is unsatisfactory to VSO, the sale of assets does not arise.
  11. All bids must be accompanied by a bank slip of Rwf 5,000 nonrefundable deposit on the above-mentioned bank account.
  12. Bring to the Chief of Party’s attention any other matters that the auditors consider pertinent.

All people who want to participate in this auction can visit the above indicated asset at VSO Head office situated at KG 625 from December 6 to December 15, 2023.
