Job Description
Position Summary

The Finance Manager will oversee the financial operations of the Eye Center of Excellence, ensuring sound financial planning, management, reporting, and compliance with regulatory and donor requirements. This role is central to maintaining financial sustainability, supporting strategic decision-making, and enabling the hospital to deliver high-quality ophthalmic services, training, and research.

Key Responsibilities

Financial Planning & Budgeting

  • Develop annual budgets in collaboration with hospital leadership.
  • Monitor expenditure against budgets and provide variance analysis with recommendations.
  • Support strategic financial planning to ensure long-term sustainability.


Accounting & Financial Management

  • Oversee day-to-day accounting operations, including receivables, payables, payroll, and banking.
  • Ensure timely and accurate preparation of financial statements in compliance with IFRS and Rwanda's accounting standards.
  • Implement effective internal controls to safeguard hospital assets.


Revenue Cycle & Insurance

  • Manage billing systems, patient accounts, and insurance claims to optimize revenue collection.
  • Liaise with insurance companies, government schemes (e.g., CBHI/RSSB), and donors on reimbursement processes.
  • Monitor revenue performance and identify opportunities for improvement.


Compliance & Reporting

  • Ensure compliance with Rwanda Revenue Authority (RRA) tax requirements, labor laws, and statutory obligations.
  • Prepare monthly, quarterly, and annual financial reports for hospital leadership, Board, and donors.
  • Coordinate internal and external audits, ensuring timely resolution of audit findings.


Procurement & Cost Control

  • Work closely with procurement and supply chain units to ensure value-for-money and transparent purchasing.
  • Monitor cost structures and recommend efficiency measures to improve operational performance.
  • Support capital investment planning for medical equipment and infrastructure.


Leadership & Capacity Building

  • Lead and mentor finance and accounting staff, building capacity in financial management and compliance.
  • Foster a culture of accountability, transparency, and efficiency within the finance department.

Requirements Qualifications & Experience Master's degree in Finance, Accounting, Business Administration, or related field (CPA/ACCA certification required). Minimum of 7 years' progressive financial management experience, with at least 3 years in a healthcare or NGO setting. Strong knowledge of healthcare finance, hospital billing, and insurance systems in Rwanda. Experience with donor-funded projects and financial reporting requirements. Advanced skills in accounting software (e.g., QuickBooks, Sage, ERP systems) and MS Excel. Strong analytical, problem-solving, and presentation skills. Fluency in English required; French and Kinyarwanda are an advantage.
