In Rwanda, The Client has hydropower plants in operation and more greenfield projects yet to be developed.

One of the hydropower projects to be developed is Ngororero Small Hydropower Project (The Project) located in Ngororero District in the Western Province of Rwanda.

A technical feasibility study was completed by Fichtner GmbH in 2013 proposing that the scheme would have an installed capacity of 2.4 MW, based on two horizontal Francis turbines with a plant rated flow of 2.6 m³/s and gross head of 111.5 m. The plan is to start detailed designs of this Project by quarter 4 of 2023.

It is with respect to this that The Client seeks to hire an experienced and reputable engineering firm as Owner’s Engineer (EPCM Consultant) to carry out and provide engineering services for the detailed design, preparation of tender and contract documentations, assisting in negotiations with contractors/suppliers as well as construction supervision based on an EPCM model, amongst other tasks, for the development of Ngororero Small Hydropower Project (SHP).

The Client intends that FIDIC Conditions of Contract will be used in constructing The Project under two main contracts, Civil and Electro-Mechanical contractors, supervised by the EPCM Consultant after Detailed Design is complete.

• Company Profile: showing the Firm’s background, organizational structure, overall experience, design capability, etc.;
• Project Experience: Relevant project experience, including examples of projects successfully completed in the past under EPCM form of contract.

Information about the projects scale, complexity, industry sectors, and any specific challenges faced and overcame;

• Key Personnel: Profiles of key individuals such as project managers, engineers, and procurement specialists who may work on The Project;
• Project Approach: outline of your project management approach. Information about your systems, processes, and tools utilized to ensure efficient project execution, cost control, schedule adherence, quality management, and risk mitigation;
• Resources and Capability: Firm's resource capabilities, including the size of your team, in-house expertise, and ability to handle multiple projects concurrently;
• References: from previous clients or industry partners;
• Financial Stability: Audited financial statement for the last three (03) years 

Among qualified offer only (05) firms will thereafter be invited to provide a full proposal for the Project; this is anticipated to take place by end-September 2023 after evaluation for submitted EoI’s.
