SUBJECT : REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY

SERVICES FOR RE-DESIGNING AND MONITORING OF AIRFIELD PAVEMENT RE-SURFACING AT KIGALI INTERNATIONAL AIRPORTS

Rwanda Airports company (RAC) intends to use a portion of funds from government allocated budget for consultancy services for re-designing and monitoring of construction works of runway re-surfacing at Kigali International Airport.

The services included under this project are: re-designing and monitoring of runway, linked taxiway, apron, Airside service road and public car park.

Rwanda Airports company (RAC) now invites eligible consultants to indicate their interest for providing these services. Interested consultants firm must provide information indicating that they are qualified to perform the services (Profile of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills among key staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the RAC procurement Manual revised July, 2021, available on www.rac.co.rw RAC is under no obligation to shortlist any consultants who express interest.

Firms interested are requested to send their Expression of Interest to the address below by 7th November 2023 at 10:00Am (local time) or 08:00AM (GMT) and mention Expression of Interest for RE-DESIGNING AND MONITORING OF AIRFIELD PAVEMENT RE- SURFACING AT KIGALI INTERNATIONAL AIRPORTS.

The short listing criteria will focus on:

Profile of the Firm/Core business and company's establishment;

Firm's eligibility documents;

Proof of registration with RDB (Rwanda Development Board or similar registration certificate from foreign firms);

• General experience of the firm (must be at least 10 years) in the field;
• Description of similar assignments;
• Summary of qualification and experience of key staff;

Proof of affiliation of the firm in Rwanda Engineering Council or similar body for foreign firm in their respective countries.

Proof of affiliation to a certified body of Engineers for all engineers proposed; Annual turnover of the firm in the last 5 years.

Candidates to be shortlisted:

On the basis of the expressions of interest received for each project, at least 3 firms will be shortlisted and provided with RFP. If the number of eligible candidates meeting the selection criteria is less than the minimum number of three (3), RAC may invite additional consultancy firms to express interest for the assignment. A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the RAC procurement Manual, and consultant may associate with another firm in the form of a joint venture or a sub- consultancy to enhance their qualifications during the technical proposal submission stage.
