At the heart of Spark’s model, the Facilitated Collective Action Process (FCAP), are ‘town-hall’ style weekly meetings, in which women, men, young, old, plan together for their community’s future. Each village elects a leadership committee, establishes a village savings account, and launches a project of their choice. Members receive training on financial management, transparency, leadership, village planning, and advocacy. Each village then receives US$8,000 in seed funds and additional management support to turn their project ideas into reality.

Spark trains partner organizations and works with governments to scale the FCAP as the model of choice to advance social and economic development, improve lives, and secure lasting change. Spark is now active in 500+ villages in 6 countries,  improving the lives of over 230,000 people.

Spark Microgrants, is seeking proposals from qualified cleaning service providers to outsource cleaning services for our Kigali Office.The purpose of this tender notice is to invite interested and eligible cleaning companies to submit their proposals.

Scope of Work:

1. Cleaning Services: The selected company will be responsible for providing comprehensive cleaning services for the Spark Microgrants Kigali Office premises. This includes daily cleaning, dusting, mopping, vacuuming, sanitizing restrooms, and other general cleaning tasks.
2. Supplies and Equipment: The cleaning company should also provide all necessary cleaning supplies, chemicals, and equipment required to perform the cleaning services effectively and efficiently.
3. Working hours: The cleaning company are required to be present at the Spark Microgrants Kigali Office premises from Monday to Friday.
4. Staffing: The company should ensure that well-trained and reliable cleaning staff are assigned to the Spark Microgrants Kigali Office. The staff should be professional, punctual, and maintain a high standard of cleanliness.
5. Compliance: The cleaning company must comply with all applicable laws, regulations, and codes of conduct related to cleaning services, health, and safety standards.

Requirements: 

1. Registered Company: Interested companies must be legally registered and licensed to provide cleaning services in Rwanda.
2. Experience: Companies should have a minimum of 3 years of experience in providing cleaning services to organizations of similar size and nature.
3. Qualified Personnel: The cleaning staff provided by the company should be well-trained, experienced, and possess the necessary skills to perform the required cleaning tasks.
4. Insurance: The selected company must have valid Health insurance coverage for its cleaning staff. 

Documentation to Submit:

• RDB Certificate of registration
• VAT Registration certificate
• Experience: Recommendation from at least 3 reputable Companies/Organizations
• RURA Certificate
• Quotation 

Evaluation Criteria: 

The evaluation of proposals will be based on the following criteria: 

1. Company experience and qualifications
2. Quality and competency of cleaning staff
3. Proposed cost and payment terms
4. Compliance with requirements
5. Use of environmentally friendly practices

Spark Microgrants reserves the right to accept or reject any proposal received without assigning any reason. The decision of Spark Microgrants will be final and binding.
