Request for Quotation (RFQ) for the Creation and Installation of 1,245 Nudges in the Form of Paving Stone Footprints 

Project Overview

Catholic Relief Services (CRS) was awarded a five-year USAID project (Oct 1, 2021 - Sept 30, 2026), the Inclusive Nutrition and Early Childhood Development Program (INECD) known locally as Gikuriro Kuri Bose (GKB). The Program aims to improve the health, functioning, nutritional status, and wellbeing of women of reproductive age (WRA) and children under five years of age (CU5), with an emphasis on the first 1,000 days. The program aims to strengthen the inclusion of children and adults with disabilities as well as improve positive parenting and child development. The primary intervention groups are a) households with children 0-6 years old for ECD services, b) households with children 0-5 years old for nutrition interventions, c) pregnant and lactating women, d) persons with disability, e) all individuals in need of inclusion services, and f) adolescent girls, young women, and women of reproductive age. This activity falls under GKB Activity 3.3.4.2.a Create WASH nudges.

The Scope of Work

Three Stones International Rwanda (TSIR) invites experienced and qualified companies to submit quotations to produce 1,245 high-quality paving stones in the shape of footprints, as per a sample available for viewing at TSIR office in Kigali, 2^nd Floor Iriba House, KK 559 Street Gikondo , Kicukiro District and photographed in Annex 1 for reference. A third of the footprints should be blue, a third red, and a third yellow. Colors should be bright, to attract the attention and interest of children at Nurturing Care Hubs. 

The company will then transport and install these paving stones to 175 Nurturing Care Hubs across 10 GKB project districts: Kicukiro, Rwamagana, Nyarugenge, Nyabihu, Rulindo, Burera, Ngoma, Kayonza, Nyamasheke and Nyanza. These footprints will be installed by digging suitable holes and placing the footprints in those holes. The footprints will run between the NCH toilet and the NCH hand washing facility. The 1,245 footprints will result in 7 per NCH (1,225) with 20 to spare in case of breakages etc. 

These footprints will support the behavior of hand washing after using the toilet, by nudging individuals who have used the toilet, to walk along the footprints to the hand washing facility.

Deliverables

The supplier will be given a pre-created mold for the cost of RWF200,000. The bidder is expected to create a sample of each color of the footprint by 25th of June, for TSIR to do a quality check. The full 1,245 footprints should then be created by 15th of July. The footprints should then be distributed and installed by 26th of July. A delivery note must be signed by the NCH at each delivery location, and a photo taken of the installed footprints. 

Applications and Submission

Interested bidders are invited to view the sample and pre-created mold of the required nudges at TSI Rwanda Office, 2nd Floor Iriba House, KK 559 Street, Gikondo, Kicukiro District. Sample viewing will be available daily from 9am to 1pm starting between the 13th June and 18th June 2024. Tender Documents in English may be obtained during the same time.

Well-printed bids accompanied by three photos of similar work along with letters of recommendation from previous clients, RDB Certificate and Valid RRA Tax Clearance, must reach the Three Stones International Rwanda (address mentioned above) no later than 20th of June 2024 at 3:00pm. Late or poorly prepared bids will be rejected and the bids sent electronically will not be accepted.

Bids will be opened in a public session at TSIR Office the same day on 20th June 2024 at 3:30pm.
