1. About AKA:
AKA is a registered Non-Government Organization whose mission is to provide youth with employability skills, access to capital and other support services to take advantage of economic opportunities. Since its inception, AKA has engaged in various programs which include employability skills, access to capital and means of production, market access and advocacy for youth development and empowerment. Funded by GIZ, AKA is implementing a project whose goal is to strengthen the capacities of Kirehe Youth Center to promote employment of refugees and host community members through job-coaching and job-matching measures.

Project Description
Akazi Kanoze Access (AKA) in collaboration with GIZ have initiated the project to empower vulnerable youth in access to jobs through employment and/or creation of their own business. After graduating from universities, vulnerable youth (mainly those with disabilities) have a lot challenges in accessing job opportunities due to their impairments and lack of information and attitude when it comes to look for job and create one’s business. Special attention is also given to youth in camps where the employment level is lower than that of other youth around the Mahama camp in Kirehe district.
Through its project, AKA, in partnership with Kirehe District will strengthen the capacities of the Youth Empowerment Centre for Global Opportunity (YEGO) in Kirehe to promote employment of refugees and host community members through job-coaching and job-matching measures.

Scope Of The Assignement
1. Review existing data, reports and approaches available on employers and job seekers mapping;
2. Map out potential stakeholders involved in youth employment and development;
3. Conduct an orientation meeting with local leaders, YEGO center coordinator, stakeholders and private sector to map-out potential employers and job seekers in Kirehe district;
4. Conduct key informants’ interviews;
5. Data collection, data analysis and reporting;
6. Dissemination of key findings with partners at district level.

Deliverables
Contracted consultant is expected to submit the deliverables which include, but not limited to, the following output:
a. Inception report detailing how he/she is supposed to carry-out the employers and job seekers mapping (methodology), schedule as well as any informants to the process;
b. Share tools to be used in the employers and job seekers mapping;
c. Collect data, do the analysis and reporting;
d. Share data base of employers and job seekers mapping in Kirehe district;
e. Share draft narrative report for review and submit final report;
f. Share employer and job seeker mapping data with key stakeholders;
g. Submit final report to AKA with both hard and soft copy of all data and reports.

Technical Proposal
• Present the technical component of how the assessment will be done, data collection tools, methodology, approach, schedule and workplan;
• A financial proposal: This should provide details in costing of the required resources to perform this assignment with itemized budgets and explanatory notes.

Consultant Qualification/ Experience:
a. Minimum of Master’s Degree in field related to Project Management, Economics, Law, Cooperative Management, Communication, TVET
b. Proven track record in research, local labour market assessment, studies Etc
c. Strong understanding of the TVET- Education sector in Rwanda
d. Strong understanding of Rwandan labour market and Refugee context
e. Fluent in English and Kinyarwanda;
f. Updated Cv accompanied by notified academic documents
g. Must possess at least 3 relevant certificates of similar work completed
EXPECTED DURATION OF THE ASSIGNMENT
The task is expected to be completed within 15 working days from the date of signing of the contract. The consultant is therefore required to prepare and submit the entire plan in a way that allows the achievement of all deliverables within 15 days’ working period.

Duty Station
The selected consultant is not required to seat in Kirehe district but should collect data in all sectors of Kirehe.
