Standard Bidding Document for Provision of Office Supply Items tender at Aviation Travel and Logistics Holding Limited

Aviation Travel and Logistics Holding Limited (ATL) is a holding company established by the Government of Rwanda in October 2015 with the mission of managing aviation related activities including travel, logistics, ground, freight and cargo handling, as well as charter services. 

ATL has three subsidiaries that help position Rwanda as a regional aviation hub for tourism, cargo and logistics-related activities. The subsidiary companies include Rwanda Air Ltd., Rwanda Airports Company Ltd (RAC) and Akagera Aviation Ltd. 

ATL (Hereinafter referred to as “Client”) hereby invites eligible suppliers to provide proposals on the Provision of Office Supply Items. 

More details are provided in the Terms of Reference here attached. This Request for Proposal (RFP) has been addressed to all national eligible Suppliers. 

All bids shall be accompanied by a declaration of commitment and will be physically submitted not later than August 20th, 2025 at 10:00 am local time. Address is provided in Instructions to bidders, Bid Data Sheet. 

Late bids will be rejected. Bids will be opened on the same day at 11:00 am local time. 

The tendering fee is FRW 10,000 deposited on the accounts of Rwanda Revenue Authority (RRA) and the proof of purchase of tender document shall be provided together with other requested additional documents. 

ATL reserves the right to cancel this tender at any stage before a contract is signed. All cost related to preparation and submission of proposal shall be borne by the Supplier.
