Steel Structural Engineer
Master’s or Bachelor’s Degree in Structural Engineering, Civil Engineering
• 7 years for Master’s Degree
• 10 years for Bachelor’s Degree;
• Proven experience of at least two successful construction projects of Stadiums of at least 45,000 seats;
• Valid Practicing License issued by the respective professional body

Job Description
1. Specific Objectives
Design Review for football Stadium, Basketball & Volleyball Stadium, Paralympic and Gymnasium shall cater for but not limited to submitted detailed technical architectural, structural, and building services systems design packages submitted by the Contractor. It shall consist of review and approval of:
• Detailed design basis and narrative
• Drawings sets (Including comments from the previous stage): Architectural, Structural, Mechanical, Electrical, and Plumbing, Civils, Safety and evacuation, and Signage.
• Technical Specifications
• Applicable standards, codes, and guidelines
• Review and approval of recommended work program with a schedule for the construction period
• Review and approval of the final design brief
• Review and approval of recommended sustainable construction approaches
• Review and approval of necessary studies and surveys

Supervision of Construction Works for football Stadium, Basketball & Volleyball Stadium, Paralympic and Gymnasium shall consist of but not limited to:
• Review of the works schedule following the timeline of the contractor’s agreements with the employer,
• Approval of the site acquisition conditions,
• Supervision of execution works in conformity with all relevant designs and project documents,
• Approval and acceptance of works and related Interim Payment Certificates and supporting contractor’s and supervisor’s reports and correspondences,
• Monitor and mitigate delay risks and maintain the Procuring Entity informed about the Status and strategize and alert concerned stakeholders on delay risks mitigation measures.

2.The Scope Of Works And Concurrent Assignments
2.1 Scope of works
The scope of works is the design review and supervision services of the rehabilitation and upgrade of football Stadium to be upgraded to a 45,000 from 25,000 covered seater facility, and renovation of Basketball & Volleyball Stadium, Paralympic and Gymnasium.
The Experts will ensure that the proposed designs elaborated by the Design-and-build Contractor meet the Employer’s Requirements and comply with the approved national/ international standards. The consultant will focus on ensuring works are executed in compliance with FIFA, IAAF, FIBA, FIVB, IHF.
In addition to the above, the Experts shall also provide comprehensive proposals for cost-effective, value-engineered design review as well as supervision services taking into account the proposed facility has the following design consideration.
• Iconic spaces
• Rwandan cultural architectural attributes
• Cost-effective and efficient
• Green Architecture
• Sustainable and energy-efficient design
• Low operating and maintenance costs

Assignment Two: Supervision of Execution Works:
• Daily monitoring, evaluation, and supervision of construction works,
• Regular reporting on the progress of works,
• Quality assurance for construction and contract administration,
• Testing and commissioning of systems, appliances, and equipment,
• Manage the defects liability period,
• Project Close-Out.
The total contract duration is two (2) years and the Experts will provide a weekly and monthly progress report of works. However, due to the emergency nature of the project certain special reports may be required to update the client with the status of the project.
