SUBJECT: TERMS OF REFERENCE: SUPERVISION CONSULTANT FOR CONSTRUCTION OF STORAGE WAREHOUSE AND OFFICE COOPRORIZ NGIRYI IN GISAGARA DISTRICT, MUSHA SECTOR.

1. INTRODUCTION

COOPRORIZ Ngiryi, hereafter referred to as COOPRORIZ, is a cooperative that was established in 1994 further legally recognized a cooperative; and been registered with RCA on 04/19/2010 under Registration Certificate n^o RCA/550/2010, as required by Law n^o 50/2007 of 09/18/2007.  It is located at the address above and operates in Musha, Ndora, Gishubi and Mamba Sectors of Gisagara District, in the Southern Province of Rwanda.

Cooproriz Ngiryi has mobilized resources for the construction of a storage warehouse and offices for COOPRORIZ Ngiryi located in Gisagara District, Musha Sector during his budget for the year 2023 and hereby invites qualified and experienced consultants (Individual or companies) to submit their quotations for the close supervision of the works mentioned above.

These quotations will be submitted in sealed envelopes and addressed to the President of Cooproriz Ngiryi not later than 20^th April 2023 at 14:00 pm. Also well printed, signed offers and scanned in pdf format in one document, submitted by email: mushangiryi@gmail,com before the deadline will be considered and evaluated. Pages of the one scanned document must be numbered. 

Detailed offers will contain compulsively the following documents:

• Signed letter of the Technical and financial offer, signed by the individual consultant or the company Representative
• VAT registration document and company profile

• Proof of membership of Institution of Engineers of Rwanda (IER) For The Year 2023 for the main consultant assigned to the task
• Detailed consultant C.V and a copy of Identity card for the consultant or for each team member

• Copy of contracts and Certificates of completion of similar works (size and value) by the consultant/company, indicating the full address (location, telephone numbers) of the managers of the contracting companies.

ROLES AND RESPONSIBILITIES OF THE SUPERVISION CONSULTANT

Working under the guidance of cooperative management, the Consultants will specifically have the following tasks:

• Discuss with the contractor and the cooperative Management the nature, value and quality of the works to be done, based on the plans, the unit prices and the bill of quantities of the infrastructure and have the same vision and same understanding on the schedule and outputs expected before the contract implementation starts.
• Supervision during construction: Involves supervision and inspection during and after construction of storage warehouse with offices, review of construction plans, designs coordination of contractor activities and other related tasks;
• Follow-up closely on each step of the works being done in order to quickly find out potential defects and propose corrective measures at the appropriate time;
• Check and approve on construction materials before being used and make sure that the requirements set forth in the applicable laws and regulations, the specifications or other parts of the contract are to be duly respected;
• Regularly monitor physical and financial progress, and take appropriate action to expedite progress if necessary, so that the time for completion set forth in the contract will be duly respected by Contractor;
• Propose to the Cooperative Management Committee any measure that can assure quality and durable infrastructure;
• Check the details of the contractor request for payment and confirm to the Cooperative the real values of work to be paid to the contractor;
• Accomplish any other assignment agreed upon with the cooperative Board and related to the ongoing construction contract,
• Take responsibility for overall progress and use of resources for the cooperative`s interest as well as complying with the construction regulations of the Government of Rwanda.

QUALIFICATIONS DU CONSULTANT/CONSULTANT QUALIFICATIONS

• Possess a business registration certificate with Rwanda Development Board (RDB) with a TIN number and show proof of registration with EBM invoicing system;
• Provide a proof membership with Rwanda Institution of Engineers for the year 2023 for the team leader assigned to the task or for the individual consultant who proposes to carry-on this task.,
• Have at least a bachelor degree in Civil Engineering or Architecture or construction with 5 years of PROVEN experience in similar and same size work for the company and the Manager;
• Be available to start the supervision work no later than 1 week following the contract signing date.
• Be fluent in English to ease the supervision reports and communication

OTHER CONDITIONS OF THE TENDER:

Other conditions of this tender are the following:

• Price: Quotations prices are in Rwandan Francs and will be negotiable.
• Payment: The payment will be done in three instalments, based on works progress, as agreed upon during the contract terms negotiation.
• Consulting services duration: Supervision assignment duration is 60days’ calendar starting the date of the contract signature and the supervisor is expected to be on site at least twice a week.  
• Validity of quotations: The quotations must remain valid for at least 60 days from their submission date.
