Recruitment of a Supplier to Provide Consumables for Energy Efficiency Training
For: Bildungswerk der Baden-Württembergischen Wirtschaft e. V. (BIWE) in collaboration with RP Kigali College

1. Background and Rationale

Bildungswerk der Baden-Württembergischen Wirtschaft e. V. (BIWE) is a German NGO whose mission is to promote technical and vocational education for young people in Rwanda. In partnership with RP Kigali College, BIWE is implementing training activities on energy efficiency and e-Mobility. To ensure that the training is well executed, BIWE in partnership with RP Kigali College wishes to contract a legally recognized supplier (company) for the attached listed electrical consumables.

2. Objective of the Assignment

The purpose of this assignment is to identify and contract a qualified supplier to supply items required for energy efficiency training at RP Kigali College.

3. Scope of Work and Specifications

The selected supplier will be responsible for providing and delivering all items specified in the attached document, in the stated quantities and quality standards. All items must be brand-new, compliant with the specifications provided, and delivered in good condition.

4. Duration of Assignment

All consumables must be delivered within 20 calendar days from the date of contract signing. Delays will attract applicable penalties as per the contract terms.

5. Supplier Qualifications

Interested suppliers must meet the following minimum qualifications:

• Be legally registered in Rwanda with a valid registration certificate and VAT number.
• Demonstrate at least two (2) years of proven experience in supplying similar items to organizations.
• Provide evidence of similar completed contracts, including at least two (2) references or completion certificates.
• Offer guarantee, after-sales service, and warranty support for the items supplied.

6. Application Process

Interested and qualified suppliers are invited to submit the following documents (All in pdf format and must be zipped):

1. Technical Proposal – outlining the supplier’s understanding of the requirements, approach to delivery, and compliance with specifications.
2. Financial Proposal – indicating unit prices and total costs in Rwandan Francs (RWF), inclusive of all applicable taxes and delivery charges.
3. Supplier Profile – highlighting relevant experience and capacity.
4. References – at least two (2) references from previous clients for similar assignments.
5. Legal Documents – valid company registration certificate and VAT certificate.

7. Submission Details

8. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

• Compliance with specifications and delivery timeline.
• Relevant experience and qualifications of the supplier.
• Competitive financial offer.
• References from previous clients.
