TERMS OF REFERENCE FOR BIDDING ON DIFFERENT TENDERS TO IPC

Background
Initiative pour la participation Citoyenne (IPC), is a network composed of 5 local civil society organisations namely SDA-IRIBA; IPFG; EAR Kigeme Diocese; UNICOOPAGI, and CDJP Gikongoro. It was created in 2013 and funded by GIZ to date. It obtained legal personality in 2019 by Rwanda Governance Board with No 551/RGB/NGO/LP/10/2019.

IPC considers itself as a bridging entity between citizens and local government. It aims at promoting and strengthening citizen participation in planning and monitoring processes of local governments.

Promote citizen participation through a framework of exchange, consultation, and joint actions to improve the living conditions of the target populations.

0. Scope of the Activities
IPC is seeking a competent individual and companies to bid for the tenders to supply of banana suckers (Imibyare) in Nyamasheke District, supply and installation of plastic water tanks in Nyamagabe District, and agroforestry trees in Nyaruguru District for the project with regards to “Supporting NDCs Implementation at Local Level in The Districts of Nyamagabe, Nyaruguru and Nyamasheke”

Lot3. Supply and installation of plastic water Tank

IPC would like to invite competent industries, companies, and individuals to bid for the tender related to the supply and installation of plastic water tanks to be used in harvesting of roof water with a capacity of 5 M3 to the house of project participants in Nyamagabe District, Kaduha Sector, Kavumu Cell. Moreover, the company or individual must have proven experience (Statement of services rendered) at least 3 years.

Materials and installation of tanks should fulfill the following criteria and specifications.

The foundation of the tank:
• Height: 60 Cm.
• Materials to be used: Stones, gravels, sand (kinyangara); cement (Cimerwa 32.5),
• Diameter: 2,20m
• Strong enough to hold the tank of 5m3 of holding capacity

Gutters installation for collection of water:
• Gutters should be made in iron sheet,
• Their measure should be proportional to the size of the roof of the house to be installed
• Gutters should be fixed using nails and galvanized iron wires
• Gutters should be installed to all parts of the houses, to favor the collection of all water from the roof of the houses

Pipes, T(s), elbowsinstallation for connection:
• Should be of 90 mm of diameter
• Should be plastic of PN 10 of strength

Taps installation
• Taps should be of ¾ size
• Taps should be of type sanya (no.1or bosny (no.1)
• Taps should be installed using muffs (in iron) in and outward, ganga pipes of ¾ size and tefflons

By this notice, IPC invites potential companies with good track records, and experience in the above mentioned areas, to submit their Expression of Interest (EOI), with the following documents:
• Letter of interest
• Company name, Address, Phone Number, Email Address
• Quotation (showing unity costs in figures and in words);
• Copy of Certificate of Registration in RDB& VAT certificate
• Clearance and no redevance certificate
• The company must provide an EBM invoice
• Note that the unity costs should be inclusive of tax and quoted in Rwandan Francs (RWF) exclusively

The required documents should be submitted in hard copy to IPC’s office located in Nyamagabe District at SDA IRIBA near Nyamagabe District office not later than 9 November 2021 at 10:00 AM.
