The Government of Rwanda has received financing from the African Development Fund (ADF) hereinafter called the Bank toward the cost of Transmission System Reinforcement and Last Mile Connectivity Project (TSRLMC) and intends to apply part of the proceeds toward payments under the contract for Supply of Prepayment Meters and Ready Boards. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank's Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

The Energy Development Corporation Limited now invites sealed Bids from eligible Bidders for Supply of Prepayment Meters and Ready Boards. The tender is in two (2) lots as detailed below and bidders may have the option to bid for any one lot or both lots. Bidders who intend to offer discounts if they are awarded both lots will be allowed to do, as long as these discounts are explicitly stated in the Letter of Bid.

3. Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank's Procurement Framework Procurement Policy for Bank Group Funded Operations dated October 2015, and is open to all eligible bidders as defined in the Procurement Framework.

4. Interested eligible Bidders may obtain further information from Energy Development Corporation limited and procurement@edcl.reg.rw, and inspect the bidding document during office hours 0800 to 1700 hours at the address given below.

5.The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Fifty US Dollars (50 USD).

The method of payment will be to deposit in the Bank Account No 1000057734 in USD opened in the National Bank of Rwanda (BNR) in the name of EDCL EAQIP IDA Designated Account, Swift CODE: BNRWRWRW. The proof of payment shall be sent to the following email: procurement@edcl.reg.rw; copy to siradukunda@edcl.reg.rw

And cuwajeneza@edcl.reg.rw.

Note: Bidders who previously paid for this tender document will not be required to pay the document's fees.

Bids must be delivered to the address below on or before 25/06/2024 at 10:00 a.m. local time. Electronic bids will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below on same day at 10:00 am local time.

All Bids must be accompanied by a Bid Security of: LOT 1: Forty-one Thousand US Dollars (USD 41,000)

LOT 2: Twenty-one Thousand US Dollars (USD 21,000)

Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
