TOR FOR RAPID ASSESSMENT ON CITIZEN CONCERNS AND PERCEPTION OF ONLINE LAND SERVICES 

1. BACKGROUND 

CLADHO is an umbrella of Human Rights Organizations in Rwanda founded in 1993 that is active in the fields of human rights defence, protection, and promotion, economic governance, and citizen participation in the budget cycle. CLADHO through the CS Engage Dufatanye project supported by  Never Again Rwanda funded by the Swiss Agency for Development and Cooperation wants to conduct rapid assessment in the 5 districts of  Gasabo, Bugesera, Karongi, Rulindo and Kamonyi on citizens perception on the new electronic e-titles, challenges encountered to access digitalized services, current situation on land transfer fees, the cost of Irembo services, their accessibility and citizen knowledge about Irembo services among others. It is therefore against this background, that CLADHO through this project is seeking an experienced consultant to conduct rapid assessment in the above districts on citizen concerns and perception of online land services. 

2. DELIVERABLES AND OUTCOMES 

The specific tasks under this consultancy will include:

• Produce research questionnaires and other data collection tools.
• Collect data using a methodology and tools agreed upon.
• Conduct data cleaning.
• Process and analyze the data and compile draft report of findings and recommendations for presentation to stakeholders for comments.
• Finalize and submit the report of findings and recommendations, including soft copy in MS word and associated database by taking into consideration the comments and inputs of stakeholders in response to the draft report. 

Specific milestones will be:

• Inception report with a clear methodology, analysis plan and a working plan with detailed timeframe.
• A summary of findings of focus group discussions from each district.
• Draft report.
• Final report. 

The final report must include but not limited to:

• Foreword and acknowledgment (on behalf of CLADHO).
• Executive summary.
• A detailed methodological approach used for data collection and analysis.
• Key findings.
• Conclusions and recommendations.
• Annex: Questionnaire. 

The report will be submitted in both hard and soft copies. 

3. Duration 

The successful consultant will start this assignment as soon as possible following the completion of the tendering process and signing of the contract. The duration of the consultancy is expected to be not more than 2 months from the signature of the contract. 

4. Responsibility 

The consultant will be under the supervision of the Executive Secretary of CLADHO. S/he shall be working with the CS Engage Dufatanye project team for quality assurance. 

5. Qualifications and competences of the consultant 

• Have at least a bachelor‘s degree in social sciences or other related sciences.
• A certificate of good completion in citizen participation issued by at least 2 districts.
• Certificate of good completion issued by at least 2 CSOs.
• A proven experience in local government of at least 5years.
• Experience in citizen participation issued by at least 2 CSOs
• A good understanding of Local Government service delivery.
• CV and supporting qualifications of data collectors.
• Detailed CV and qualifications of the responsible person.
• Should have a VAT certificate
• Registration certificate of RDB
• Ability to build trust through operating within a collaborative environment.
• The ability to work under pressure.
• Familiarity with districts. 

6. Submission 

Interested consultants with enough experience in citizen participation and service delivery are invited to submit their detailed technical and financial proposals and CVs to the CLADHO’s central secretariat latest 21^st July 2023 before 15 pm. CLADHO's offices are located in Ziniya Kicukiro district opposite former headquarters of Contact FM near World Food Program head office. Only shortlisted consultants fulfilling the requirements will be contacted.
