Health Poverty Action (HPA) is a UK based NGO working in 13 countries across Africa, Asia and Latin America. HPA’s vision is a world in which the poorest and most marginalized enjoy their right to health.
Health Poverty Action has been operational in Rwanda since 1998 and started its programming with the now highly popular Urunana radio soap opera. In addition to this, Health Poverty Action has also been implementing other sexual and reproductive health focused projects and one project that supported local Civil Society Organizations to monitor the Rwanda’s Poverty Reduction Strategy Paper. Health Poverty Action has in the past 8 years expanded its programming focus to water and sanitation, education, youth sexual and reproductive health, and gender issues. Its approaches are highly participatory, using community-led approaches that lead to local ownership of initiatives.


The following are the overall responsibilities of the Finance Officer:

  • Financial accounting
  • Perform all day to day accounting tasks using Quickbooks accounting software;
    Process invoices and claims ensuring the coding, authorisation and payment details are correct and initiate payments;
  • Manage all bank and control accounts including performing monthly reconciliations, following up on any reconciling items, and processing changes to bank accounts;
  • Ensure cash flow is well managed and that reports and transfer requests are submitted to the HPA London office or in-country donor in sufficient time;
  •  Assist in the preparation of financial information for donor reports including providing supporting documentation as and when required;
  • Prepare monthly, quarterly and yearly consolidated accounts to enable management to have an overview of the financial position of the office;
  •  Undertake general financial administrative duties including liaison with key stakeholders including donors (as agreed with the London Office), auditors (internal and external) and bankers;
  •  Manage the monthly payroll process including the calculation of all local benefits and tax deductions. Ensure salaries and associated taxes are paid on a timely basis with appropriate supporting documentation;
  • Implement and maintain an effective filing system to ensure that all financial and administrative records are easily accessible and readily available.


Person Specification
Essential

  • Candidates should be available to start as soon as possible, maximum within one week from the interview
  • A degree in accounting or finance with CPA section IV or equivalent certificate in accounting / finance or a professional qualification from a recognised accountancy body;
  • Experience of international NGO finance, including knowledge of institutional donors (e.g. EC, DFID, etc.); will be an added advantage.
  • Good Excel and analytical skills;
  • Organised, methodical and able to work to deadlines under pressure;
  • Knowledge of financial software (QuickBooks);
  • Knowledge and practical experience of working in the Rwandan Financial system;
  • Able to work effectively with limited resources, including managing working relationships remotely;
  • Excellent communication skills including ability to effectively communicate over Skype and email; and discuss finance with non-finance staff in simple everyday language.
  • Passionate commitment to HPA’s aims and objectives.


Desirable

  • Experience of multiple donor funding (match/co-funding)
  • Extensive knowledge of QuickBooks accounting system.


Terms and conditions
The successful candidate will be offered RWF 300,000 – 500,000 gross per month, depending on experience. Please note that this is a temporary position. The duration of the contract will be initially 3 months, with possibility of renewal.
