A. BACKGROUND

The European Cooperative for Rural Development (EUCORD). EUCORD is a Brussels-based non-profit organization incorporated under Dutch Cooperative Law since 2003. Benefiting from the agricultural and environmental expertise of its senior staff and from its network of partners, EUCORD has built a strong and reliable project implementation capacity. EUCORD has project implementation experience in 15 countries around the world including Rwanda.

EUCORD has the vision to nurture more prosperous and entrepreneurial rural communities in developing countries. EUCORD’s mission is to increase farmers’ capacity to sustainably grow quality crops matched to the commercial needs of the agribusiness sector and in doing so, increase food security, develop the private sector and improve the livelihoods of rural communities. To fulfill the vision, EUCORD focuses on supporting farmers to improve their crop yields and to develop efficient value chains, while working with the private sector to guarantee a demand for produce and the supply of key inputs.

In Rwanda EUCORD has successfully implemented the Community Revenue Enhancement through Agriculture and Technology Extension (CREATE) Project. Currently, EUCORD is implementing the UHIRA WUNGUKE Project by supporting farmers cooperatives in strengthening resilient agriculture in Rwanda through access to finance, access to irrigation and access to markets.

Recently, EUCORD has received a grant from the Rwanda Green Fund (FONERWA) to implement a project named GROWING WITH CHANGE: Promoting green solutions for market led agriculture under variable and changing climatic conditions in Eastern Province of Rwanda. The project will support farmers’ cooperatives to increase quantity and quality of high value crops by promoting irrigation systems with zero GHG emissions, solar energy cold rooms and maize drying facilities for post-harvest losses reduction.

The project is a direct response to the vulnerability of agriculture sector caused by drought associated with groundwater pollution and greenhouse gas emission in Eastern province of Rwanda. It is in this context that EUCORD invites interested and qualified companies to a tender of Supply of solar cold rooms for small holder farmers in Rwamagana and Kayonza Districts Growing with Change Project.

The Growing with Change Project under EUCORD-FONERWA funds hereby invites eligible bidders to tender for provision of solar cold rooms for small holder farmers in Rwamagana and Kayonza Districts.

Participation to the competition is open on equal conditions to all companies or enterprises specialized in the field with a valid certificate of incorporation.

The tender document may be obtained from the EUCORD Office from 14 June 2021 during business hours after presenting a payment slip of non-refundable 5,000 RWF on European Cooperative for Rural Development bank account number 400377902010128 opened in Banque Populaire du Rwanda (BPR).

All interested bidders may obtain further information and clarification by writing the procurement office not later than 14 days before the deadline of the bids submission.

A compulsory sites visit will be conducted by EUCORD staff. The time and place for departure are fixed on 29 June, at 10:00 a.m. local time at Rwamagana District.

Submission Procedure

Bids will be written in English, accompanied by a bid guarantee of 620,000 FRW issued by a commercial bank or by an insurance company, will be submitted to the EUCORD Office at the latest on 15/07/2021 at 10:00am.

The opening of tenders will take place the same day of submission at 10:30 am.

Offers must be valid for 120 calendar days counted from the deadline of bid submission.

Bidding will be conducted in accordance with the Law on Public Procurement and in compliance with EUCORD Procurement Guidelines.
