Background:
Africa Development Consultant Limited (ADC) is a consultancy firm registered by the Rwanda Development Board (RDB). ADC consultancy involvement has on of Organisational capacity assessment / diagnostic, Designing and developing capacity-building programs and plans, Developing training and coaching modules, materials, and tools, and providing training and coaching to enterprises, including Cooperatives in various areas including business analysis and planning, marketing, accounting, and financial management, business management, human resources management, business risks and management, networking, negotiation skills, and pitching skills, Providing Business Development Services (BDS) at various stages of business development and supporting enterprises to develop business strategies and plans including implementation plans, and supporting SMEs and Cooperatives to access markets and supporting SMEs and Cooperatives to access finance, Supporting MSMEs and Cooperatives to develop and implement monitoring frameworks and supporting SMEs and Cooperatives to develop and adopt operational systems, policies, and procedures. ADC is working with government and non-government organizations. To further improve its services and be able to compete in not only local market but also at regional and international market, Therefore is looking for a competent Consultant (individual or a firm) to facilitate the process of establishment of the systems or QMS certification.

Objectives of the consultancy:
The consultant will work with the client (ADC team) to perform QMS Gap analysis, develop Improvement Plan, facilitate documentation of processes, and assess implementation of the system, facilitate internal audit, ensure that the ADC team take corrective measures to fix the non-conformities (noncompliance to the standard) in case available, Fixing non conformity or non-compliances (from external audit(s) in case available, facilitate ADC to get the initial Certification against RS ISO 9001:2015 QMS.

Services required:
Facilitation to enable the client acquire Certification against RS ISO 9001:2015 QMS.

Outcome and results expected of the services:
The Consultant will work with the ADC team under the supervision of the Management Director to:
• Conduct QMS Gap analysis
• Develop a QMS Certification Implementation plan
• Document procedures for various service delivered by the
• Oversee Implementation of the standard or operationalize the system.
• Conduct internal audit (s)
• Fix the non-conformities (noncompliance to the standard) in case available
• Call for External audit body
• Fixing non conformity or non-compliances (from external audit(s) in case available.
• Call for external audit
• Certification against RS ISO 9001:2015 QMS.

Certification against RS ISO 9001:2015 QMS.

Duration of assignment:
Three to four months

Format of proposals:
Use the standard technical and financial proposal templates. Applicants should also provide references of previous work done.

Criteria for proposal selection
Background and qualifications of consultant; Relevant work experience; Technical competence

Eligibility requirements for companies or individuals
• Proven experience in establishment of quality Management Systems.
• Good understanding and working knowledge of the consultancy business.
• Good understanding of the requirement of the Rwanda Standard Board (RBS) and certification entity in the country.
• Excellent technical capacities to ensure high-quality facilitation.
• Excellent communication skills in English, both oral and written.

Service Contract
A contract of service will be discussed and signed between the Consultant or firm representative and Africa Development Consultant Ltd (ADC). The contract and the terms of reference will guide performance of the contract, and basis for its evaluation.
