TERMS OF REFERENCE FOR SUMMARIZING, TRANSLATING, DESIGNING, PRINTING AND DISSEMINATING NST2, 3SSPS AND 5 DDSs

1. BACKGROUND

Collectif des Ligues et Associations de Défense des Droits de l’Homme au Rwanda (CLADHO) is an umbrella of Human Rights organizations in Rwanda founded in 1993 with a mission to protect, defend and promote human rights. It is active in the areas of Human rights promotion, economic governance, right to social protection, right to education and citizen participation.

Through the Public Policy Information Monitoring and Advocacy Project (PPIMA) supported by Norwegian People’s Aid, CLADHO wants to summarize, translate, design, print and disseminate National Strategy for Transformation (NST2), 3 Sector Strategic Plans (SSPs) and District Development Strategies for the 5 districts of Nyabihu, Rulindo, Ruhango, Nyanza and Kirehe. It is against this background, that CLADHO funded and supported by Norwegian People’s Aid is looking for a competent firm to summarize, translate, design, print and disseminate DDSs for the above mentioned districts.

2. Deliverables /Tasks

The specific tasks under this consultancy will include:

• Summarize and translate NST2 into 10 pages, 3 SSPS each 10 pages and DDS for 5 districts each 15 pages from English to Kinyarwanda.
• Use of appropriate Kinyarwanda terminologies.
• Designing NST2, 3 SSPS and 5 districts DDS into large format banner (2.5metres*1.5metres)
• Printing and dissemination of 67 NST2 copies in the said districts
• Printing and dissemination of 201 SSPs copies in the said districts
• Printing and dissemination of 67 DDS copies in the said districts

3. Responsibility

• The consultant will be under the supervision of the Executive Secretary of CLADHO and shall be working with the CLADHO PPIMA project team for quality assurance.
• Working very closely with CLADHO and the responsible authorities to approve the summarized and translated NST2, 3 SSPS and districts DDSs.

4. Qualification requirements of the Company

• A certificate of company VAT;
• Have a large format-printing machine or a rental contract for the said machine.

5. Qualifications and competences of the key staff

• Have at least a bachelor‘s degree in graphic design and in communication;
• A proven experience in local government of at least 5years;
• A good understanding of documents translation, design and dissemination;
• Detailed CV and qualifications of key staff;
• A proven experience in translation for key staff at least 2 certificates.
