CALL FOR TECHNICAL AND FINANCIAL PROPOSALS FOR THE DEVELOPMENT OF IGENAGACIRO SYSTEM (VERSION 2)
Background
The Institute of Real Property Valuers in Rwanda (IRPV) was established by Law Nº 17/2010 of 12/05/2010 establishing and organizing the real property valuation profession in Rwanda as published in Official Gazette n° 20 of 17/05/2010.
The legal responsibilities of the Institute are:
- To analyze and find solutions to all problems related to the real property valuation profession;
- To analyze and find solutions to all problems related to the conduct of real property valuers;
- To exchange information related to the real property valuation profession;
- To promote the real property valuation profession in Rwanda;
- To prepare regulations and guidelines governing the real property valuation profession;
- To prepare real property valuation standards;
- To represent the interest of, and advocate for Real Property Valuers in Rwanda and abroad.

Technical Provisions
IRPV is currently looking for a local IT company that has competencies to develop the Version two of Igenagaciro Software. Igenagaciro system, owned by IRPV, registers all real property valuation reports done countrywide. The system helps to have valuation database that is used for several purposes including the preparation of annual reference prices, property market index, etc.
Igenagaciro 2.0 will have the following main advantages:
- Improved user interface and experience. A complete redesign of the look and feel of the system admin, valuer module, bailiff module and public request module.
- Full functional specification documentation of Igenagaciro system: current features, current gaps, and potential improvements.
- Improved system performance: better deployment of the application leading to lower hosting costs and low latency leading to improved performance for all the users
- Improved Dashboard and reporting: more information available to system administrators and all the valuers. Improved performance during report generation.
- More secure system: add more security features and minimise/remove gaps that might lead to potential fraud.
Version 2 of this system will include the following features:
- Improved existing system features (system admin, valuer module, bailiff module and public request module): their UI/UX and their performance
- Membership and certification module
- Financial Institutions’ portal
- Visibility on how requests are assigned to Valuers
- Ability to request a valuation of multiple properties within one request
- Enhanced security of the platform
- Reports on requests made by valuers
- Clients’ requests management (the frequency of client’s request per UPI)
- Improved report generation, customized as per management needs and use
- Easy access to adequate valuations database;
- Integrated Igenagaciro system with NLA land sales register
- Integrated Igenagaciro system with RDB mortgage registration system
- VISA card payment added to existing payment modes
Expected deliverables:
- Inception report detailing how the project will be undertaken and giving overall visibility of the project management plan
- Functional Specification Document: document lists all the features of the systems
- High level Architecture of Igenagaciro 2.0
- System analysis report detailing areas for improvement and giving roadmap on how those improvements can be implemented
- Source code.

Expected Qualifications
- Company has to be specialized in software development, locally registered and having an office in Rwanda;
- Company staff must have at least a bachelor’s degree in Computer Engineering or closely related IT disciplines such as Software Engineering, Information Technology, etc. Possession of a relevant postgraduate qualification will be an added advantage. A specialized software development training & certification will also be an added advantage.
- Senior Staff must have at least 5 years working experience in software development and maintenance and application management of large IT applications ideally within the government
- Understanding of the valuation process will be an added value.
Evaluation criteria
Proposals will be evaluated on the following criteria:
- Technical proposal (80%)
- Financial proposal (20%)
