Job Description
- Coordinating and supervising all activities of the unit Coordinating the activities of budget preparation and execution
- Coordinating and supervising all financial management activities Ensuring internal controls of cash and stock
- Ensuring that the financial reports are out on time Formulating an appropriate financial management and accounting systems and procedures
- Ensure that all taxes are paid, declared and filled/submitted to RRA on time.
- Prepare cash flows projections for RWFA Prepare statements of expenditure budget for the institution to ensure payments are maintained within approved budgets
- Checks and verifies all payments and ascertains that all payments are accompanied by authorized supporting documents and that they are duly approved and in line with payments procedures
- Facilitates internal and external audit exercises by providing relevant information so that audits are completed within stipulated time
- Reporting on the unit activities Outlining projected revenue sources and expenditures and the measures to be taken to control costs ;
- Design and implement institutional financial regulations and documenting these manuals that are up to date and suitable for use by all staff; Financial and Accounting procedures, etc;
- Establish a stringent expenditure control procedure which ensures that there is the proper authorization of payments and making sure that expenditures are fully supported and budget lines maintained;
- Design and coordinate the implementation and maintenance of financial information systems to cover the general ledger, asset management as well as revenue management and collection system;
- Reviews operating budgets periodically to analyze trends affecting budget needs; Consults with unit heads to ensure adjustments are made in accordance with program changes in order to facilitate long-term Planning;
- Preparation of regular and special budget reports to interpret budget directives and to establish policies for
- Carrying out directives.
- Coordinate any revisions of the existing budget and prepare monthly quarterly and annual budget execution reports.
- Prepares comparative analyses of operating programs by analyzing costs in relation to services performed during previous fiscal years and submits reports to CSDM with recommendations for budget revisions;
- Ensure an effective strategic and operational planning throughout RWFA;
- Maintain appropriate functional knowledge to guide and support operations ;
- Submit adhoc reporting Performs any other accounting related duties as may be assigned by the Manager of Corporate Services Division
Job Profile
Accounting Professional Qualification recognized by IFAC (ACCA, CPA); Or A0 Public Finance, Finance, Accounting or Management with specialization in Finance/Accounting with 3 years of working experience
Key Technical Skills & Knowledge required:
- Knowledge of Rwanda's financial management standards and procedures;
- Knowledge of Accounting principles and practices and financial data reporting.
- Knowledge of Rwanda Public Financial Law;
- Leadership and management skills;
- Planning and organizational, Budgeting skills;
- Communication skills;
- Strong IT skills, particularly in Financial software (SMART IFMIS);
- Time management Skills
- Interviewing Skills;
- Judgment & Decision-making skills;
- Complex Problem solving;
- Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage
