JOB DETAILS:
Rwanda Polytechnic High Learning Institution .

  Job Responsibilities:
• Coordinate and consolidate the preparation and submission of monthly, quarterly and annual financial reports in compliance with public accounting standards and guidelines;
• Coordinate and consolidate in the elaboration of the budget of the Institution;
• Monitor financial management system of the institution, and provide strategic advice to improve the system.
• Organize, coordinate and manage the capacity building of the institutional staff on financial management.
• Identify budget gaps and propose budget revision.
• Facilitate internal and external audits and Answer audit queries and mandatory inquiries whenever necessary;
• Review financial reports of the institution and IPRCs, TVET projects and make strategic recommendations.
• Provide technical assistance to the institution, IPRCs and TVET projects if necessary.
• Provide professional and technical advice to her/his supervisors.
• Perform any other tasks assigned by her/his supervisors.


  Key Technical Skills & Knowledge required:
• Knowledge of Rwanda’s financial management standards and procedures;
• Knowledge of Accounting principles and practices and financial data reporting;
• Knowledge of Rwanda Public Financial Law;
• Leadership and management skills;
• Planning and organizational, Budgeting skills;
• Communication skills;
• Strong IT skills, particularly in financial software (SMART IFMIS);
• Time management skills;
• Interviewing skills;
• Judgment & Decision making skills;
• Complex Problem solving;
• Fluent in Kinyarwanda, English or French; knowledge of all these three (3) languages is an advantage.


  Job Qualifications:
• Bachelor’s degree in Finance, Accounting with 3 years of working experience or Master’s Degree in Finance, Accounting or Management with specialization in Finance/Accounting with Accounting Professional Qualification recognized by IFAC (ACCA, CPA).
