1. The Republic of Rwanda has received financing from the African Development Fund hereinafter called the Bank toward the cost of the Regional Pharmaceutical Sector Support Project (RPSSP) and intends to apply part of the proceeds toward payments under the contract for Purchase and Installation of Lab Equipment to upgrade the Rwanda Food and Drugs Authority. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ministry of Health now invites sealed Bids from eligible Bidders for Purchase and Installation of Lab Equipment to upgrade the Rwanda Food and Drugs Authority.
3. Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’s Procurement Framework  Procurement Policy for Bank Group Funded Operations dated October 2015, and is open to all eligible bidders as defined in the Procurement Framework.
4. Interested eligible bidders may obtain further information from the Ministry of Health through email: kwizera@moh.gov.rw or alphonse.hakizimana@moh.gov.rw, and inspect the bidding document during office hours from 0900 to 1700 hours at the address given below.
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ten thousand Rwandan francs (10,000Frw). The method of payment will be directly deposited to the Rwanda Revenue Authority Account opened at the following Commercial Bank in Rwanda namely: BK: 040-0315129-09, I&M BANK (BCR): 1000256542426, KCB: 4400995410, BPR: 400372515718. The Proof of payment must bear the tender reference number of the tender. The tender document is available on the website of Rwanda Ministry of Health. The proof of payment shall be sent to kwizera@moh.gov.rw cc: samuel.nsengimana@moh.gov.rw .
6. Bids must be delivered to the address below on or before 08 September 2025 at 10:00 AM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 08 September 2025 at 10:00 AM.
7. Bids must be accompanied by a Bid Security lot-wise: for lot one (1) bid security is Six Million Five Hundred Thirty-Nine Thousand, Two Hundred Forty Rwandan Francs or other equivalency (Frw. 6,539,240), for lot two (2) is Seven Million Eight Hundred Thirty-Six Thousand Six Hundred Sixty Rwandan Francs or other equivalent (Frw. 7,836,660), and lot three (3) is Two Million Two Hundred Forty Thousand Rwandan Francs or other equivalency (Frw. 2,240,000) while for lot four (4) is One million one hundred thousand in Rwandan francs or other equivalency (Frw. 1,100,000).
8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
