Terms of Reference for Radio and TV Talk Shows on Dissemination of the Land Use Master Plan, Gender Awareness, Land Service Charters, and Resolution of Land Issues

BACKGROUND

CLADHO is an umbrella organization of human rights organizations in Rwanda, founded in 1993. It is active in the fields of human rights defense, protection, and promotion, as well as economic, governance and citizen participation in the budget cycle.

Through the CS Engage Dufatanye project, supported by Never Again Rwanda and funded by the Swiss Agency for Development and Cooperation, CLADHO intends to conduct radio and TV talk shows focused on:

• The implementation and dissemination of land use master plans;
• Gender awareness on land related issues such as access to finance and women’s land rights;
• Land service charters;
• And the resolution of land disputes.

Against this background, CLADHO invites interested and experienced media companies to submit technical and financial quotations for conducting these radio and TV talk shows.

Deliverables

The company will work under the supervision of the Executive Secretary of CLADHO and maintain close collaboration with the CS Engage Dufatanye project team.

• Organizing and conducting radio talk shows on land service charters and the dispute resolution of land issues.
• Organizing and conducting TV talk shows on the dissemination and implementation of detailed physical and district land use plans, as well as on gender awareness related to land issues (including access to finance and women’s land rights).
• The talk shows will be broadcast on community and national radio stations, with coordination to ensure the timely invitation of participants for both the radio and TV programs.

Responsibility

The company will work under the supervision of the Executive Secretary of CLADHO and maintain close collaboration with the CS Engage Dufatanye project team.

Qualification and competences of the Company

• The company should have experience in media services.
• The company must have qualified and experienced journalists.
• The company should have experience organizing high profile discussions that engage both citizens and leaders.
• Valid registration certificates from RDB, RURA, and RMC.
• Certificates of successful completion issued by at least two CSOs.
• Should possess a valid CIT.

Interested media service companies with sufficient experience in organizing high profile discussions that engage citizens and leaders are hereby requested to submit their quotations to CLADHO’s Central Secretariat by 3:00 PM on June 7, 2025.
