GECA-PROSPECTIVE (Management of Enterprises in African Culture) is consulting firm specialized in Human Resource Management and was established in 1993. Its main mission is to "make Human Resource Management a strategic tool for the performance of businesses, and to make African culture a culture that values the human person as an autonomous actor in their own development."
With over 30 years of experience, GECA-PROSPECTIVE has invested in several areas. In addition to Human Resource Management, the firm is involved in organizational and institutional development, evaluation, strategic planning, and communication.
GECA-PROSPECTIVE is recognized as a firm that works towards improving the performance of public and private organizations. The firm's interventions have also expanded to various countries such as Burkina Faso, Cameroon, Congo, Côte d'Ivoire, France, Guinea, Mali, Mauritania, Niger, Nigeria, Senegal, Chad, Togo, Rwanda and others.

CONSULTANT QUALIFICATION AND REQUIREMENTS
Senior consultants
- At least a Master degree in the mentioned areas.
- Having at least more than 10 years of experience
Senior consultants
- At least a Bachelor’s degree in the mentioned areas.
- Having at least 3 to 10 years of experience
SKILLS REQUIRED
The ideal candidates should have a one or a combination of the below skills:
- analysis of institutional, organizational and individual capacities.
- audit and advice to public and private bodies.
- results-based management.
- provision of advice to decision-makers in the public administration institutions in the countries of the Central and East African sub-region.
- international and national accounting standards applicable to public and private bodies.
- public finance management in the Central and East African economic and monetary union zone.
- mechanisms, procedures and stages of technical and financial reporting.
- public procurement.
- elaboration of medium-term sectoral expenditure frameworks and/or budgets-programs.
- sectoral information systems and monitoring-evaluation mechanisms.
- monitoring-evaluation and review of the sectoral policies.
- human resource and skills management tools.
- implementation of strategy, Capacity Development plan and system to both monitor and measure performance.
- understanding of the technical assistance mechanisms and support measures for national execution.
- knowledge and understanding of public administrations in Central and East Africa.
- knowledge of the environment and/or forestry sector.
- Computer skills: MS Office, advanced Excel preferred
- Communication skills : Good written and verbal skills in English and French
